SYNOPSIS AS INTRODUCED:
 
410 ILCS 65/5.5

    Amends the Illinois Rural/Downstate Health Act. Provides that moneys from fees shall be deposited into the Rural/Downstate Health Access Fund. Provides that moneys in the Rural/Downstate Health Access Fund may be used for programs for the medically underserved. Provides that fees may be collected by the Center for Rural Health and deposited into the Fund for the purpose of administering the J-1 Visa Waiver Program for international medical graduates and that the fees shall be dedicated to funding the J-1 Visa Waiver Program and may not be subject to the Fund's distribution formula. Makes other changes.

1    AN ACT concerning public health.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Rural/Downstate Health Act is
5amended by changing Section 5.5 as follows:
 
6    (410 ILCS 65/5.5)
7    Sec. 5.5. Rural/Downstate Health Access Fund.
8    (a) The Rural/Downstate Health Access Fund is created as a
9special fund in the State treasury. Moneys from fees and gifts,
10grants, or donations made to the Center for Rural Health shall
11be deposited into the Fund. Subject to appropriation and except
12as provided in subsection (b) of this Section, moneys in the
13Fund shall be used in the following manner for rural health
14programs or for programs for the medically underserved
15authorized under this Act: 60.2% shall be distributed to the
16Department of Public Health, 26.3% shall be distributed to the
17Board of Trustees of Southern Illinois University, and 13.5%
18shall be distributed to the Board of Trustees of the University
19of Illinois.
20    (b) Fees may be collected by the Center for Rural Health
21and deposited into the Fund for the purpose of administering
22the J-1 Visa Waiver Program for international medical
23graduates. The fees shall be dedicated to funding the J-1 Visa

1Waiver Program and may not be subject to the distribution
2formula referenced in subsection (a) of this Section.
3    (c) The Center for Rural Health shall administer the Fund.
4    (d) The Department shall adopt rules necessary to implement
5the provisions of this Section.
