1 | AN ACT concerning State government.

2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Illinois Holocaust and Genocide Commission | ||||||
5 | Act is amended by changing Sections 10, 20, and 30 as follows: | ||||||
6 | (20 ILCS 5010/10) | ||||||
7 | (Section scheduled to be repealed on January 1, 2021)

8 | Sec. 10. Composition of the Commission. | ||||||
9 | (a) The Commission is composed of 22 18 members as follows:
| ||||||
10 | (1) 19 15 public members appointed by the Governor , one | ||||||
11 | of which shall be a student ; and
| ||||||
12 | (2) 3 ex officio members as follows:
| ||||||
13 | (A) the State Superintendent of Education;
| ||||||
14 | (B) the Executive Director of the Board of Higher | ||||||
15 | Education; and
| ||||||
16 | (C) the Director of Veterans' Affairs.
| ||||||
17 | (b) The President and Minority Leader of the Senate shall | ||||||
18 | each designate a member or former member of the Senate and the | ||||||
19 | Speaker and Minority Leader of the House of Representatives | ||||||
20 | shall each designate a member or former member of the House of | ||||||
21 | Representatives to advise the Commission.

3 | Sec. 20. Ex officio members; eligibility; designation of | ||||||
4 | representative.
| ||||||
5 | (a) An ex officio member of the Commission vacates the | ||||||
6 | person's position on the Commission if the person ceases to | ||||||
7 | hold the position that qualifies the person for service on the | ||||||
8 | Commission.
| ||||||
9 | (b) An ex officio member may designate a representative to | ||||||
10 | serve on the Commission in the member's absence. A | ||||||
11 | representative designated under this subsection must be an | ||||||
12 | officer or employee of the State agency that employs the ex | ||||||
13 | officio member or an individual with demonstrated expertise in | ||||||
14 | the subject matter of the ex officio member's State agency .

18 | Sec. 30. Term of public member. | ||||||
19 | (a) A public member of the Commission serves a term of 4 | ||||||
20 | years, except that the terms of the initial members shall | ||||||
21 | expire on February 1, 2015.
Following the expiration of the | ||||||
22 | terms of the initial members of the Commission, the Governor | ||||||
23 | may re-appoint initial members as follows: | ||||||
24 | (1) five members to terms that expire February 1, 2016; | ||||||
25 | (2) five members to terms that expire February 1, 2017; |

1 | and | ||||||
2 | (3) five members to terms that expire February 1, 2018. | ||||||
3 | Notwithstanding subsection (c) of this Section, initial | ||||||
4 | members re-appointed to terms that expire on February 1, 2016 | ||||||
5 | or February 1, 2017 may be appointed to a 4-year term following | ||||||
6 | expiration of their re-appointment. | ||||||
7 | (a-5) Public members of the Commission added under this | ||||||
8 | amendatory Act of the 98th General Assembly shall serve 4-year | ||||||
9 | terms. | ||||||
10 | (b) A public member is eligible for reappointment to | ||||||
11 | another term or part of a term.
| ||||||
12 | (c) A public member may not serve more than 2 consecutive | ||||||
13 | full terms. For purposes of this prohibition, a member is | ||||||
14 | considered to have served a full term only if the member has | ||||||
15 | served more than half of a 4-year the term.

17 | Section 99. Effective date. This Act takes effect upon | ||||||
18 | becoming law.
