Amends the Local Records Act. Provides that a unit of local government or a school district that maintains an Internet website shall maintain an electronic mail system. Requires that unit of local government or school district to maintain and provide an electronic mail address for each of its officials for use in the course of their official duties. Requires a unit of local government or school district to post to its website for the current calendar year the contact information, including an electronic mail address, for all elected and appointed officials. Limits home rule powers. Amends the State Mandates Act to require implementation without reimbursement.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Local Records Act is amended by adding |
5 | | Section 20 as follows: |
6 | | (50 ILCS 205/20 new) |
7 | | Sec. 20. Internet posting requirements. |
8 | | (a) A unit of local government or a school district that |
9 | | maintains an Internet website shall, within 90 days of the |
10 | | effective date of this amendatory Act of the 98th General |
11 | | Assembly, do each of the following: |
12 | | (1) maintain an electronic mail system; |
13 | | (2) maintain and provide an electronic mail address for |
14 | | each of its officials in the course of their official |
15 | | duties to be used exclusively for correspondence directly |
16 | | related to the official business of that unit of local |
17 | | government or school district; and |
18 | | (3) post to its website for the current calendar year |
19 | | the contact information, including an electronic mail |
20 | | address, for all elected and appointed officials. |
21 | | (b) The information required to be posted under this |
22 | | Section must be easily accessible from the unit of local |
23 | | government's or school district's home page and searchable. |
