    Amends the School Code. With respect to the definition of "school psychologist" in the Children with Disabilities Article, allows a psychologist who holds a valid Nationally Certified School Psychologist (NCSP) certificate and has such additional qualifications as may be required by the State Board of Education to meet the definition of school psychologist. Changes certain certification references to licensure references. Allows a Professional Educator License holder who has 4 years of experience working in the capacity of school support personnel, among other qualifications, to receive a principal endorsement. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Sections
514-1.09 and 21B-25 as follows:
 
6    (105 ILCS 5/14-1.09)  (from Ch. 122, par. 14-1.09)
7    Sec. 14-1.09. School psychologist. "School psychologist"
8means a psychologist who meets the following qualifications:
9        (1) The psychologist:
10            (A) has graduated with a master's or higher degree
11        in psychology or educational psychology from an
12        institution of higher learning that which maintains
13        equipment, courses of study, and standards of
14        scholarship approved by the State Board of Education,
15        who has had at least one school year of full-time
16        supervised experience in the delivery of school
17        psychological services of a character approved by the
18        State Superintendent of Education, and who has such
19        additional qualifications as may be required by the
20        State Board of Education; or , and
21            (B) holds a valid Nationally Certified School
22        Psychologist (NCSP) certificate and has such
23        additional qualifications as may be required by the

1        State Board of Education.
2        (2) The psychologist who holds a Professional Educator
3    License with a school psychologist endorsement School
4    Service Personnel Certificate endorsed for school
5    psychology issued pursuant to Section 21B-25 of this Code
6    21-25. Persons so licensed certified may use the title
7    "school psychologist" and may offer school psychological
8    services which are limited to those services set forth in
9    23 Ill. Adm. Code 226, Special Education, pertaining to
10    children between the ages of 3 to 21, promulgated by the
11    State Board of Education.
12    School psychologists may make evaluations, recommendations
13or interventions regarding the placement of children in
14educational programs or special education classes. However, a
15school psychologist shall not provide such services outside his
16or her employment to any student in the district or districts
17which employ such school psychologist.

20    Sec. 21B-25. Endorsement on licenses. All licenses issued
21under paragraph (1) of Section 21B-20 of this Code shall be
22specifically endorsed by the State Board of Education for each
23content area, school support area, and administrative area for
24which the holder of the license is qualified. Recognized
25institutions approved to offer educator preparation programs

1shall be trained to add endorsements to licenses issued to
2applicants who meet all of the requirements for the endorsement
3or endorsements, including passing any required tests. The
4State Superintendent of Education shall randomly audit
5institutions to ensure that all rules and standards are being
6followed for entitlement or when endorsements are being
7recommended.
8        (1) The State Board of Education, in consultation with
9    the State Educator Preparation and Licensure Board, shall
10    establish, by rule, the grade level and subject area
11    endorsements to be added to the Professional Educator
12    License. These rules shall outline the requirements for
13    obtaining each endorsement.
14        (2) In addition to any and all grade level and content
15    area endorsements developed by rule, the State Board of
16    Education, in consultation with the State Educator
17    Preparation and Licensure Board, shall develop the
18    requirements for the following endorsements:
19            (A) General administrative endorsement. A general
20        administrative endorsement shall be added to a
21        Professional Educator License, provided that an
22        approved program has been completed. An individual
23        holding a general administrative endorsement may work
24        only as a principal or assistant principal or in a
25        related or similar position, as determined by the State
26        Superintendent of Education, in consultation with the

1        State Educator Preparation and Licensure Board.
2            Beginning on September 1, 2014, the general
3        administrative endorsement shall no longer be issued.
4        Individuals who hold a valid and registered
5        administrative certificate with a general
6        administrative endorsement issued under Section 21-7.1
7        of this Code or a Professional Educator License with a
8        general administrative endorsement issued prior to
9        September 1, 2014 and who have served for at least one
10        full year during the 5 years prior in a position
11        requiring a general administrative endorsement shall,
12        upon request to the State Board of Education and
13        through July 1, 2015, have their respective general
14        administrative endorsement converted to a principal
15        endorsement on the Professional Educator License.
16        Candidates shall not be admitted to an approved general
17        administrative preparation program after September 1,
18        2012.
19            All other individuals holding a valid and
20        registered administrative certificate with a general
21        administrative endorsement issued pursuant to Section
22        21-7.1 of this Code or a general administrative
23        endorsement on a Professional Educator License issued
24        prior to September 1, 2014 shall have the general
25        administrative endorsement converted to a principal
26        endorsement on a Professional Educator License upon

1        request to the State Board of Education and by
2        completing one of the following pathways:
3                (i) Passage of the State principal assessment
4            developed by the State Board of Education.
5                (ii) Through July 1, 2019, completion of an
6            Illinois Educators' Academy course designated by
7            the State Superintendent of Education.
8                (iii) Completion of a principal preparation
9            program established and approved pursuant to
10            Section 21B-60 of this Code and applicable rules.
11            Individuals who do not choose to convert the
12        general administrative endorsement on the
13        administrative certificate issued pursuant to Section
14        21-7.1 of this Code or on the Professional Educator
15        License shall continue to be able to serve in any
16        position previously allowed under paragraph (2) of
17        subsection (e) of Section 21-7.1 of this Code.
18            The general administrative endorsement on the
19        Professional Educator License is available only to
20        individuals who, prior to September 1, 2014, had such
21        an endorsement on the administrative certificate
22        issued pursuant to Section 21-7.1 of this Code or who
23        already have a Professional Educator License and have
24        completed a general administrative program and who do
25        not choose to convert the general administrative
26        endorsement to a principal endorsement pursuant to the

1        options in this Section.
2            (B) Principal endorsement. A principal endorsement
3        shall be affixed to a Professional Educator License of
4        any holder who qualifies by having all of the
5        following:
6                (i) Successful completion of a principal
7            preparation program approved in accordance with
8            Section 21B-60 of this Code and any applicable
9            rules.
10                (ii) Four years of teaching or working in the
11            capacity of school support personnel in a public
12            school or nonpublic school recognized by the State
13            Board of Education; however, the State Board of
14            Education, in consultation with the State Educator
15            Preparation and Licensure Board, shall allow, by
16            rules, for fewer than 4 years of experience based
17            on meeting standards set forth in such rules,
18            including without limitation a review of
19            performance evaluations or other evidence of
20            demonstrated qualifications.
21                (iii) A master's degree or higher from a
22            regionally accredited college or university.
23            (C) Chief school business official endorsement. A
24        chief school business official endorsement shall be
25        affixed to the Professional Educator License of any
26        holder who qualifies by having a master's degree or

1        higher, 2 years of full-time administrative experience
2        in school business management or 2 years of
3        university-approved practical experience, and a
4        minimum of 24 semester hours of graduate credit in a
5        program approved by the State Board of Education for
6        the preparation of school business administrators and
7        by passage of the applicable State tests. The chief
8        school business official endorsement may also be
9        affixed to the Professional Educator License of any
10        holder who qualifies by having a master's degree in
11        business administration, finance, or accounting and
12        who completes an additional 6 semester hours of
13        internship in school business management from a
14        regionally accredited institution of higher education
15        and passes the applicable State tests. This
16        endorsement shall be required for any individual
17        employed as a chief school business official.
18            (D) Superintendent endorsement. A superintendent
19        endorsement shall be affixed to the Professional
20        Educator License of any holder who has completed a
21        program approved by the State Board of Education for
22        the preparation of superintendents of schools, has had
23        at least 2 years of experience employed as a full-time
24        principal, director of special education, or chief
25        school business official in the public schools or in a
26        State-recognized nonpublic school in which the chief

1        administrator is required to have the licensure
2        necessary to be a principal in a public school in this
3        State and where a majority of the teachers are required
4        to have the licensure necessary to be instructors in a
5        public school in this State, and has passed the
6        required State tests; or of any holder who has
7        completed a program from out-of-state that has a
8        program with recognition standards comparable to those
9        approved by the State Superintendent of Education and
10        holds the general administrative, principal, or chief
11        school business official endorsement and who has had 2
12        years of experience as a principal, director of special
13        education, or chief school business official while
14        holding a valid educator license or certificate
15        comparable in validity and educational and experience
16        requirements and has passed the appropriate State
17        tests, as provided in Section 21B-30 of this Code. The
18        superintendent endorsement shall allow individuals to
19        serve only as a superintendent or assistant
20        superintendent.
21            (E) Teacher leader endorsement. It shall be the
22        policy of this State to improve the quality of
23        instructional leaders by providing a career pathway
24        for teachers interested in serving in leadership
25        roles, but not as principals. The State Board of
26        Education, in consultation with the State Educator

1        Preparation and Licensure Board, may issue a teacher
2        leader endorsement under this subdivision (E). Persons
3        who meet and successfully complete the requirements of
4        the endorsement shall be issued a teacher leader
5        endorsement on the Professional Educator License for
6        serving in schools in this State. Teacher leaders may
7        qualify to serve in such positions as department
8        chairs, coaches, mentors, curriculum and instruction
9        leaders, or other leadership positions as defined by
10        the district. The endorsement shall be available to
11        those teachers who (i) hold a Professional Educator
12        License, (ii) hold a master's degree or higher from a
13        regionally accredited institution, (iii) have
14        completed a program of study that has been approved by
15        the State Board of Education, in consultation with the
16        State Educator Preparation and Licensure Board, and
17        (iv) have taken coursework in all of the following
18        areas:
19                (I) Leadership.
20                (II) Designing professional development to
21            meet teaching and learning needs.
22                (III) Building school culture that focuses on
23            student learning.
24                (IV) Using assessments to improve student
25            learning and foster school improvement.
26                (V) Building collaboration with teachers and

1            stakeholders.
2            A teacher who meets the requirements set forth in
3        this Section and holds a teacher leader endorsement may
4        evaluate teachers pursuant to Section 24A-5 of this
5        Code, provided that the individual has completed the
6        evaluation component required by Section 24A-3 of this
7        Code and a teacher leader is allowed to evaluate
8        personnel under the respective school district's
9        collective bargaining agreement.
10            The State Board of Education, in consultation with
11        the State Educator Preparation and Licensure Board,
12        may adopt such rules as may be necessary to establish
13        and implement the teacher leader endorsement program
14        and to specify the positions for which this endorsement
15        shall be required.
16            (F) Special education endorsement. A special
17        education endorsement in one or more areas shall be
18        affixed to a Professional Educator License for any
19        individual that meets those requirements established
20        by the State Board of Education in rules. Special
21        education endorsement areas shall include without
22        limitation the following:
23                (i) Learning Behavior Specialist I;
24                (ii) Learning Behavior Specialist II;
25                (iii) Speech Language Pathologist;
26                (iv) Blind or Visually Impaired;

1                (v) Deaf-Hard of Hearing; and
2                (vi) Early Childhood Special Education.
3        Notwithstanding anything in this Code to the contrary,
4        the State Board of Education, in consultation with the
5        State Educator Preparation and Licensure Board, may
6        add additional areas of special education by rule.
7            (G) School support personnel endorsement. School
8        support personnel endorsement areas shall include, but
9        are not limited to, school counselor, marriage and
10        family therapist, school psychologist, school speech
11        and language pathologist, school nurse, and school
12        social worker. This endorsement is for individuals who
13        are not teachers or administrators, but still require
14        licensure to work in an instructional support position
15        in a public or State-operated elementary school,
16        secondary school, or cooperative or joint agreement
17        with a governing body or board of control or a charter
18        school operating in compliance with the Charter
19        Schools Law. The school support personnel endorsement
20        shall be affixed to the Professional Educator License
21        and shall meet all of the requirements established in
22        any rules adopted to implement this subdivision (G).
23        The holder of such an endorsement is entitled to all of
24        the rights and privileges granted holders of any other
25        Professional Educator License, including teacher
26        benefits, compensation, and working conditions.

1            Beginning on January 1, 2014 and ending on April
2        30, 2014, a person holding a Professional Educator
3        License with a school speech and language pathologist
4        (teaching) endorsement may exchange his or her school
5        speech and language pathologist (teaching) endorsement
6        for a school speech and language pathologist
7        (non-teaching) endorsement through application to the
8        State Board of Education. There shall be no cost for
9        this exchange.

12    Section 99. Effective date. This Act takes effect upon
13becoming law.
