Creates the Lake County Prescription Drug Disposal Pilot Program. Provides that the program shall facilitate the collection, transportation, and disposal of pharmaceuticals by law enforcement agencies. Requires the Director of the Illinois Department of Public Health to submit a report on the collection efforts and overall effectiveness of the program to the General Assembly and the Governor by January 1, 2016. Provides for a repeal date of January 1, 2016.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 1. Short title. This Act may be cited as the Lake |
5 | | County Prescription Drug Disposal Pilot Program. |
6 | | Section 5. Findings. Prescription drug disposal programs |
7 | | were implemented to prevent the illegal use of legal medicinal |
8 | | drugs. Prescription drugs can be equally as powerful and |
9 | | dangerous as street drugs, and their abuse can lead young |
10 | | people to try street drugs like heroin, available at a fraction |
11 | | of the cost of prescription drugs, to replicate the euphoric |
12 | | effects of prescription drugs. Drug disposal programs were also |
13 | | implemented to minimize the environmental effects caused by |
14 | | prescription drugs flushed into the water supply. In 2012 |
15 | | alone, Lake County's disposal effort collected over 8000 pounds |
16 | | of prescription drugs. The program, though successful, is |
17 | | unfunded and dependent upon law enforcement volunteers to |
18 | | transport the prescription drugs twice a year to the Drug |
19 | | Enforcement Agency (DEA) on DEA-sponsored disposal days. Lake |
20 | | County is responsible for approximately 1/3 of all of the |
21 | | prescription drugs collected by the DEA in Illinois. The Solid |
22 | | Waste Agency of Lake County is permitted by the Illinois |
23 | | Environmental Protection Agency to dispose of prescription |
