AMENDMENT TO SENATE BILL 2728

2    AMENDMENT NO. ______. Amend Senate Bill 2728, AS AMENDED,
3by replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The School Code is amended by renumbering and
6changing Section 2-3.157, as added by Public Act 98-301, as
7follows:
 
8    (105 ILCS 5/2-3.158)
9    (Section scheduled to be repealed on May 31, 2015)
10    Sec. 2-3.158 2-3.157. Task Force on Civic Education.
11    (a) The State Board of Education shall establish the Task
12Force on Civic Education, to be comprised of all of the
13following members, with an emphasis on bipartisan legislative
14representation and diverse non-legislative stakeholder
15representation:
16        (1) One member appointed by the Speaker of the House of

1    Representatives.
2        (2) One member appointed by the President of the
3    Senate.
4        (3) One member appointed by the Minority Leader of the
5    House of Representatives.
6        (4) One member appointed by the Minority Leader of the
7    Senate.
8        (5) One member appointed by the head of an association
9    representing a teachers union.
10        (6) One member appointed by the head of an association
11    representing the Chicago Teachers Union.
12        (7) One member appointed by the head of an association
13    representing social studies teachers.
14        (8) One member appointed by the head of an association
15    representing school boards.
16        (9) One member appointed by the head of an association
17    representing the media.
18        (10) One member appointed by the head of an association
19    representing the non-profit sector that promotes civic
20    education as a core mission.
21        (11) One member appointed by the head of an association
22    representing the non-profit sector that promotes civic
23    engagement among the general public.
24        (12) One member appointed by the president of an
25    institution of higher education who teaches college or
26    graduate-level government courses or facilitates a program

1    dedicated to cultivating civic leaders.
2        (13) One member appointed by the head of an association
3    representing principals or district superintendents.
4    (b) The members of the Task Force shall serve without
5compensation but shall be reimbursed for their reasonable and
6necessary expenses from funds appropriated to the State Board
7of Education for that purpose. The members of the Task Force
8shall be reimbursed for their travel expenses from
9appropriations to the State Board of Education available for
10that purpose and subject to the rules of the appropriate travel
11control board.
12    (c) The members of the Task Force shall be considered
13members with voting rights. A quorum of the Task Force shall
14consist of a simple majority of the members of the Task Force.
15All actions and recommendations of the Task Force must be
16approved by a simple majority vote of the members.
17    (d) The Task Force shall meet initially at the call of the
18State Superintendent of Education, shall elect one member as
19chairperson at its initial meeting through a simple majority
20vote of the Task Force, and shall thereafter meet at the call
21of the chairperson.
22    (e) The State Board of Education shall provide
23administrative and other support to the Task Force.
24    (f) The Task Force is charged with all of the following
25tasks:
26        (1) To analyze the current state of civic education in

1    this State.
2        (2) To analyze current civic education laws in other
3    jurisdictions, both mandated and permissive.
4        (3) To identify best practices in civic education in
5    other jurisdictions.
6        (4) To make recommendations to the General Assembly
7    focused on substantially increasing civic literacy and the
8    capacity of youth to obtain the requisite knowledge,
9    skills, and practices to be civically informed members of
10    the public.
11        (5) To make funding recommendations if the Task Force's
12    recommendations to the General Assembly would require a
13    fiscal commitment.
14    (g) No later than December May 31, 2014, the Task Force
15shall summarize its findings and recommendations in a report to
16the General Assembly, filed as provided in Section 3.1 of the
17General Assembly Organization Act. Upon filing its report, the
18Task Force is dissolved.
19    (h) This Section is repealed on December May 31, 2015.

21    Section 99. Effective date. This Act takes effect upon
22becoming law.".
