2 | | AMENDMENT NO. ______. Amend Senate Bill 2144 by replacing |
3 | | everything after the enacting clause with the following:

4 | | "Section 5. The Illinois Insurance Code is amended by |
5 | | changing Section 500-100 as follows:
|
6 | | (215 ILCS 5/500-100)
|
7 | | (Section scheduled to be repealed on January 1, 2017)
|
8 | | Sec. 500-100. Limited lines producer license.
|
9 | | (a) An individual who is at least 18 years of age and whom |
10 | | the Director
considers to
be competent, trustworthy, and of |
11 | | good business reputation may obtain a limited
lines producer
|
12 | | license for one or more of the following classes:
|
13 | | (1) insurance on baggage or limited travel health, |
14 | | accident, or trip
cancellation
insurance sold in |
15 | | connection with transportation provided by a common |
16 | | carrier;
|

|
1 | | (2) industrial life insurance, as defined in Section |
2 | | 228 of this Code;
|
3 | | (3) industrial accident and health insurance, as |
4 | | defined in
Section 368 of this
Code;
|
5 | | (4) insurance issued by a company organized under the |
6 | | Farm Mutual
Insurance Company Act of 1986;
|
7 | | (5) legal expense insurance;
|
8 | | (6) enrollment of recipients of public aid or medicare |
9 | | in a health
maintenance
organization;
|
10 | | (7) a limited health care plan issued by an |
11 | | organization having a
certificate of
authority under the |
12 | | Limited Health Service Organization Act.
|
13 | | (a-5) An insurance navigator shall obtain a limited
lines |
14 | | producer
license for the purpose of advising qualified |
15 | | individuals under the federal Patient Protection and |
16 | | Affordable Care Act, as amended by the federal Health Care and |
17 | | Education Reconciliation Act of 2010, and any amendments |
18 | | thereto, about health plans offered through the Illinois Health |
19 | | Benefits Exchange and other State and federal health programs |
20 | | as may be available. Insurance navigators must complete a |
21 | | training program in basic instruction about the Illinois Health |
22 | | Benefit Exchange, accident and health insurance business, and |
23 | | State and federal programs with which they will be assisting |
24 | | individuals. Insurance navigators may not receive any direct |
25 | | compensation or personal economic benefit for assisting |
26 | | individuals with respect to any particular health benefits |

2 | | (b) The application for a limited lines producer license |
3 | | must be submitted
on a form
prescribed by the Director by a |
4 | | designee of the insurance company, health
maintenance
|
5 | | organization, or limited health service organization |
6 | | appointing the limited
insurance
representative. The insurance |
7 | | company, health maintenance organization, or
limited health
|
8 | | service organization must pay the fee required by Section |
9 | | 500-135.
|
10 | | (c) A limited lines producer may represent more than one |
11 | | insurance company,
health
maintenance organization, or limited |
12 | | health service organization.
|
13 | | (d) An applicant who has met the requirements of this |
14 | | Section shall be
issued a
perpetual limited lines producer |
15 | | license.
|
16 | | (e) A limited lines producer license shall remain in effect |
17 | | as long as the
appointing
insurance company pays the respective |
18 | | fee required by Section 500-135 prior to
January 1 of
each |
19 | | year, unless the license is revoked or suspended pursuant to
|
20 | | Section 500-70. Failure of the
insurance company to pay the |
21 | | license fee or to submit the required documents
shall cause
|
22 | | immediate termination of the limited line insurance producer |
23 | | license with
respect to which the
failure occurs.
|
24 | | (f) A limited lines producer license may be terminated by |
25 | | the insurance
company or
the licensee.
|
26 | | (g) A person whom the Director considers to be competent, |

1 | | trustworthy, and
of
good
business reputation may be issued a |
2 | | car rental limited line license. A car
rental limited line
|
3 | | license for a rental company shall remain in effect as long as |
4 | | the car rental
limited line licensee
pays the respective fee |
5 | | required by Section 500-135 prior to the next fee date
unless |
6 | | the car rental
license is revoked or suspended pursuant to |
7 | | Section 500-70. Failure of the car
rental limited line
licensee |
8 | | to pay the license fee or to submit the required documents |
9 | | shall cause
immediate
suspension of the car rental limited line |
10 | | license. A car rental limited line
license for rental
companies |
11 | | may be voluntarily
terminated by the car rental limited line |
12 | | licensee. The license fee
shall not be refunded upon |
13 | | termination of the car rental limited line license
by the car |
14 | | rental
limited line licensee.
|
15 | | (h) A limited lines producer issued a license pursuant to |
16 | | this Section is
not
subject to
the requirements of Section |
17 | | 500-30.
|
18 | | (i) A limited lines producer license must contain the name, |
19 | | address and
personal
identification number of the licensee, the |
20 | | date the license was issued,
general conditions relative
to the |
21 | | license's expiration or termination, and any other information |
22 | | the
Director considers
proper. A limited line producer license, |
23 | | if applicable, must also contain the
name and address of
the |
24 | | appointing insurance company.
