| 1 | AN ACT concerning State government.
| ||||||
| 2 | Be it enacted by the People of the State of Illinois, | ||||||
| 3 | represented in the General Assembly:
| ||||||
| 4 | Section 5. The Governor's Office of Management and Budget | ||||||
| 5 | Act is amended by adding Section 7.6 as follows: | ||||||
| 6 | (20 ILCS 3005/7.6 new) | ||||||
| 7 | Sec. 7.6. Governmental Transparency Task Force. | ||||||
| 8 | (a) The Governmental Transparency Task Force is hereby | ||||||
| 9 | created for the purpose of developing a plan to make the State | ||||||
| 10 | budgeting process the most transparent, publicly-accessible | ||||||
| 11 | budgeting process in the nation. | ||||||
| 12 | (b) The Governmental Transparency Task Force shall consist | ||||||
| 13 | of the following 16 members: | ||||||
| 14 | (1) four members appointed by the Governor; | ||||||
| 15 | (2) two members appointed by the President of the | ||||||
| 16 | Senate; | ||||||
| 17 | (3) two members appointed by the Minority Leader of the | ||||||
| 18 | Senate; | ||||||
| 19 | (4) two members appointed by the Speaker of the House | ||||||
| 20 | of Representatives; | ||||||
| 21 | (5) two members appointed by the Minority Leader of the | ||||||
| 22 | House of Representatives; | ||||||
| 23 | (6) one member from an organization that represents | ||||||
| |||||||
| |||||||
| 1 | taxpayers' interests, appointed by the Governor; | ||||||
| 2 | (7) the Director of Revenue or his or her designee; | ||||||
| 3 | (8) the Comptroller or his or her designee; and | ||||||
| 4 | (9) the Treasurer or his or her designee. | ||||||
| 5 | The Director of Revenue, Comptroller, and Treasurer shall | ||||||
| 6 | serve as ex officio members of the Task Force. | ||||||
| 7 | (c) The Task Force shall study proposals to make the State | ||||||
| 8 | budgeting process the most transparent, publicly-accessible | ||||||
| 9 | budgeting process in the nation and report its findings to the | ||||||
| 10 | Governor and General Assembly by no later than January 1, 2015. | ||||||
| 11 | (d) Each member of the Task Force shall be reimbursed for | ||||||
| 12 | actual expenses incurred in the performance of his or her | ||||||
| 13 | duties as a member but shall not receive any salary or other | ||||||
| 14 | compensation for service on the Task Force. | ||||||
| 15 | (e) The Governor's Office of Management and Budget shall | ||||||
| 16 | provide administrative support to the Task Force and shall | ||||||
| 17 | provide to legislative staff upon request any information | ||||||
| 18 | related to the scope of the Task Force's work. | ||||||
| 19 | (f) This Section is repealed on January 1, 2016. | ||||||
