Amends the Illinois Clinical Laboratory and Blood Bank Act. Removes the definition of "therapeutic optometrist" and replaces it with a definition of "optometrist". In a provision concerning the examination of specimens, provides that a clinical laboratory shall examine specimens only at the request of, among others, a licensed optometrist (instead of a therapeutic optometrist for diagnostic or therapeutic purposes related to the use of
diagnostic topical or therapeutic ocular pharmaceutical agents). Provides that an optometrist licensed in Illinois (instead of a therapeutic optometrist) may include certain information concerning a diagnosis or other matters on a laboratory report form.

5 | | Act is amended by changing Sections 2-127.5, 7-101, and 7-102 |

9 | | "Optometrist" "Therapeutic optometrist" means a
person who is |
10 | | licensed in Illinois to practice optometry and who is

11 | | therapeutically
certified .

subsections (c) and (d) of Section 15.1 |
21 | | of the Illinois Optometric Practice Act
of 1987 ,
(v) a licensed

accordance with the written guidelines |

1 | | required under subdivision (3) of
Section 4 and under Section |
2 | | 7.5 of the Physician Assistant Practice Act of
1987,
(v-A) an |
3 | | advanced practice nurse in accordance with the
written |
4 | | collaborative agreement required under Section 65-35 of the |
5 | | Nurse Practice Act,
(vi) an authorized law enforcement agency |
6 | | or, in the case of blood
alcohol, at the request of the |
7 | | individual for whom the test is to be performed
in compliance |
8 | | with Sections 11-501 and 11-501.1 of the Illinois Vehicle Code, |
9 | | or (vii) a genetic counselor with the specific authority from a |
10 | | referral to order a test or tests pursuant to subsection (b) of |
11 | | Section 20 of the Genetic Counselor Licensing Act.
If the |
12 | | request to a laboratory is oral, the physician or other |
13 | | authorized
person shall submit a written request to the |
14 | | laboratory within 48 hours. If
the laboratory does not receive |
15 | | the written request within that period, it
shall note that fact |
16 | | in its records. For purposes of this Section, a request
made by |
17 | | electronic mail or fax constitutes a written request.

25 | | physician licensed
