    Amends the Illinois Lottery Law. Allows the Department of Veterans' Affairs to use the net revenues from the Illinois veterans scratch-off game to make grants to the Center for Wounded Veterans in Higher Education at the University of Illinois. Effective immediately.

1    AN ACT concerning the lottery.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Lottery Law is amended by changing
5Section 21.6 as follows:
 
6    (20 ILCS 1605/21.6)
7    Sec. 21.6. Scratch-off for Illinois veterans.
8    (a) The Department shall offer a special instant
9scratch-off game for the benefit of Illinois veterans. The game
10shall commence on January 1, 2006 or as soon thereafter, at the
11discretion of the Superintendent, as is reasonably practical.
12The operation of the game shall be governed by this Act and any
13rules adopted by the Department. If any provision of this
14Section is inconsistent with any other provision of this Act,
15then this Section governs.
16    (b) The Illinois Veterans Assistance Fund is created as a
17special fund in the State treasury. The net revenue from the
18Illinois veterans scratch-off game shall be deposited into the
19Fund for appropriation by the General Assembly solely to the
20Department of Veterans' Veterans Affairs for making grants to
21the Center for Wounded Veterans in Higher Education at the
22University of Illinois and for making grants, funding
23additional services, or conducting additional research

1projects relating to each of the following:
2        (i) veterans' post traumatic stress disorder;
3        (ii) veterans' homelessness;
4        (iii) the health insurance costs of veterans;
5        (iv) veterans' disability benefits, including but not
6    limited to, disability benefits provided by veterans
7    service organizations and veterans assistance commissions
8    or centers;
9        (v) the long-term care of veterans; provided that,
10    beginning with moneys appropriated for fiscal year 2008, no
11    more than 20% of such moneys shall be used for health
12    insurance costs; and
13        (vi) veteran employment and employment training.
14    In order to expend moneys from this special fund, beginning
15with moneys appropriated for fiscal year 2008, the Director of
16Veterans' Affairs shall appoint a 3-member funding
17authorization committee. The Superintendent shall designate
18one of the members as chairperson. The committee shall meet on
19a quarterly basis, at a minimum, and shall authorize
20expenditure of moneys from the special fund by a two-thirds
21vote. Decisions of the committee shall not take effect unless
22and until approved by the Director of Veterans' Affairs. Each
23member of the committee shall serve until a replacement is
24named by the Director of Veterans' Affairs. One member of the
25committee shall be a member of the Veterans' Advisory Council.
26    Moneys collected from the special instant scratch-off game

1shall be used only as a supplemental financial resource and
2shall not supplant existing moneys that the Department of
3Veterans Affairs may currently expend for the purposes set
4forth in items (i) through (v).
5    Moneys received for the purposes of this Section,
6including, without limitation, net revenue from the special
7instant scratch-off game and from gifts, grants, and awards
8from any public or private entity, must be deposited into the
9Fund. Any interest earned on moneys in the Fund must be
10deposited into the Fund.
11    For purposes of this subsection, "net revenue" means the
12total amount for which tickets have been sold less the sum of
13the amount paid out in the prizes and the actual administrative
14expenses of the Department solely related to the scratch-off
15game under this Section.
16    (c) During the time that tickets are sold for the Illinois
17veterans scratch-off game, the Department shall not
18unreasonably diminish the efforts devoted to marketing any
19other instant scratch-off lottery game.
20    (d) The Department may adopt any rules necessary to
21implement and administer the provisions of this Section.

23    Section 99. Effective date. This Act takes effect upon
24becoming law.
