Amends the Open Space Lands Acquisition and Development Act. Provides that at least 50% of any grant made to a unit of local government under the Act must be paid to the unit of local government at the time the Department awards the grant. Provides that the remainder shall be distributed quarterly on a reimbursement basis. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Open Space Lands Acquisition and Development |
5 | | Act is amended by changing Section 3 as follows:
|

7 | | Sec. 3. From appropriations made from the Capital |
8 | | Development Fund,
Build Illinois Bond Fund or other
available |
9 | | or designated funds for such
purposes, the Department shall |
10 | | make grants to local governments as
financial assistance , on a |
11 | | reimbursement basis, for the capital
development and |
12 | | improvement of park, recreation or conservation
areas, marinas |
13 | | and shorelines, including planning and engineering costs, and |
14 | | for the
acquisition of open space lands, including
acquisition |
15 | | of easements and other property interests less than fee simple
|
16 | | ownership if the Department determines that such property
|
17 | | interests are sufficient to carry out the purposes of this Act, |
18 | | subject to
the conditions and limitations set forth in this |
19 | | Act.

20 | | No more than 10% of the amount so appropriated for any |
21 | | fiscal year may
be committed or expended on any one project |
22 | | described in an application
under this Act.
