Amends the Illinois Vehicle Code. Provides that a municipality shall install an in-street pedestrian crossing sign within each crosswalk that is located in the municipality and falls within a safety zone. Provides that the in-street pedestrian crossing sign shall display the legend "STATE LAW" and in all other ways conform with the Illinois Manual on Uniform Traffic Control Devices. Provides that "safety zone" means an area that is within one-eighth of a mile from the nearest property line of any public or private elementary or secondary school, or from the nearest property line of any facility, area, or land owned by a school district and used for educational purposes approved by the Illinois State Board of Education, not including school district headquarters or administrative buildings. Provides that a safety zone also includes an area that is within one-eighth of a mile from the nearest property line of any facility, area, or land owned by a park district and used for recreational purposes. Provides that if any portion of a roadway is within either one-eighth mile radius, the safety zone also shall include the roadway extended to the furthest portion of the next furthest intersection. Provides that the new provisions do not apply to a crosswalk controlled by a traffic control signal.

4 | | Section 5. The Illinois Vehicle Code is amended by adding |
5 | | Section 11-1002.3 as follows: |
