AMENDMENT TO SENATE BILL 1549

2    AMENDMENT NO. ______. Amend Senate Bill 1549 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Higher Education Student Assistance Act is
5amended by changing Section 38 as follows:
 
6    (110 ILCS 947/38)
7    Sec. 38. Monetary award program accountability.
8    (a) The Illinois Student Assistance Commission is directed
9to assess the educational persistence of monetary award program
10recipients. An assessment under this Section shall include an
11analysis of such factors as undergraduate educational goals,
12chosen field of study, retention rates, and expected time to
13complete a degree. The assessment also shall include an
14analysis of the academic success of monetary award program
15recipients through a review of measures that are typically
16associated with academic success, such as grade point average,

1satisfactory academic progress, and credit hours earned. Each
2analysis should take into consideration student class level,
3dependency types, and the type of higher education institution
4at which each monetary award program recipient is enrolled. The
5Commission shall report its findings to the General Assembly
6and the Board of Higher Education by February 1, 1999 and at
7least every 2 years thereafter.
8    (b) The Commission shall assess the student completion
9performance of institutions of higher learning participating
10in the monetary award program (MAP). In assessing institutional
11performance, the Commission shall generate a model for
12predicted performance using such risk factors as Pell
13participation rate, delayed enrollment, part-time enrollment,
14students working full-time while enrolled, students
15financially independent for purposes of determining Title IV
16federal student aid, students with a dependent or dependents,
17single parenthood, completion of high school with a General
18Educational Development certificate or other high school
19completion certificate, or non-completion of high school.
20    The Commission shall compare the institution's completion
21rate for first-time, full-time students, as reported to the
22U.S. Department of Education, to the modeled, predicted rate
23and annually publish the results.
24    The Commission shall calculate a minimum completion
25threshold for each institution that is equal to 90% of the
26institution's predicted completion rate. Institutions failing

1to meet the minimum completion threshold for 2 successive
2academic years shall be placed on warning status. Institutions
3on warning status shall be required to notify all current and
4prospective students of its status and the reason for that
5status. Institutions on warning status must bring their
6completion rates to the minimum threshold within the 2 academic
7years following placement on warning status (the remedial
8period) or be subject to the following:
9        (1) A 20% reduction in the funding rate for each paid
10    MAP grant for each of the 2 subsequent academic years
11    following the remedial period.
12        (2) If the institution fails to bring its completion
13    rate to the minimum threshold within the first 2 academic
14    years following the remedial period, then it will be
15    subject to a 40% reduction in the funding rate for each
16    paid MAP grant.
17        (3) If the institution fails to bring its completion
18    rate to the minimum threshold within the first 4 academic
19    years following the remedial period, then its eligibility
20    to participate in the monetary award program shall be
21    suspended until it has met the minimum completion rate for
22    2 successive academic years.
23        (4) If the institution successfully meets or exceeds
24    the minimum completion rate threshold during any of the 4
25    academic years following the remedial period, its funding
26    rate shall be restored to 100%.

1    (c) An institution participating in the monetary award
2program must provide the following disclosures and services to
3all grant recipients:
4        (1) Information about completion rates, including
5    performance against predicted completion rates, typical
6    costs and debt incurred for the selected program of study,
7    and graduate outcomes for the selected program, including
8    graduate school admission and employment rates.
9        (2) A 2-week period of initial study, from which a
10    student may withdraw without incurrence of any financial
11    obligation for tuition and fees.
12        (3) Easy access to information about their progress
13    toward their program's completion requirements, including
14    credits earned, credits remaining, and incurred costs and
15    debt. The information shall include enough detail to enable
16    a student to make reasonable projections of the time and
17    costs necessary to complete his or her degree.
18        (4) Trained, easily accessible staff who can help them
19    complete their enrollment, develop their academic plans,
20    and sort through their educational financing options.
