Amends the State Finance Act. Creates the American Red Cross Fund. Amends the Illinois Vehicle Code. Authorizes the Secretary of State to issue American Red Cross specialty license plates. Makes the cost of issuance for these plates $40, with $25 going to the American Red Cross Fund and $15 going to the Secretary of State Special License Plate Fund. Makes renewal costs $27, with $25 going to the American Red Cross Fund and $2 going to the Secretary of State Special License Plate Fund. Allows distribution of moneys in the American Red Cross Fund, subject to appropriation by the General Assembly, to the American Red Cross or charitable entities it designates.

| 4 | | Section 5. The State Finance Act is amended by adding |
| 5 | | Section 5.826 as follows:

| 8 | | Section 10. The Illinois Vehicle Code is amended by adding |
| 9 | | Section 3-699 as follows:

| 11 | | Sec. 3-699. American Red Cross license plates. |
| 12 | | (a) The Secretary, upon receipt of all applicable fees and |
| 13 | | applications
made in the form prescribed by the Secretary, may |
| 14 | | issue special registration
plates designated as
American Red |
| 15 | | Cross
license plates. The special plates issued under this |
| 16 | | Section shall be affixed only to
passenger vehicles of the |
| 17 | | first division or motor vehicles of the second
division |
| 18 | | weighing not more than 8,000 pounds. Plates issued under this |
| 19 | | Section shall expire according to the multi-year
procedure |
| 20 | | established by Section 3-414.1 of this Code. |
| 21 | | (b) The design and color of the special plates shall be |
|

discretion of the Secretary, but shall include the |
| 2 | | American Red Cross official logo. Appropriate documentation, |
| 3 | | as determined by the
Secretary, shall accompany each |
| 4 | | application.
The Secretary may allow the plates to be issued as |
| 5 | | vanity plates or
personalized plates under Section 3-405.1 of |
| 6 | | this Code. The Secretary shall
prescribe stickers or decals as |
| 7 | | provided under Section 3-412 of this Code. |
| 8 | | (c) An applicant for the special plate shall be charged a |
| 9 | | $40 fee for
original issuance in addition to the appropriate |
| 10 | | registration fee. Of this
fee, $25 shall be deposited into the
|
| 11 | | American Red Cross
Fund and $15 shall be
deposited into the |
| 12 | | Secretary of State Special License Plate Fund, to be used by
|
| 13 | | the Secretary to help defray the administrative processing |
| 14 | | costs. For each registration renewal period, a $27 fee, in |
| 15 | | addition to the
appropriate registration fee, shall be charged. |
| 16 | | Of this fee, $25 shall be
deposited into the
American Red Cross
|
| 17 | | Fund and $2 shall be deposited into the
Secretary of State |
| 18 | | Special License Plate Fund. |
| 19 | | (d) The American Red Cross
Fund is created as a special |
| 20 | | fund in the State
treasury. All moneys in the
American Red |
| 21 | | Cross
Fund shall be paid, subject to
appropriation
by the |
| 22 | | General Assembly
and distribution by the Secretary, as grants |
| 23 | | to the American Red Cross or to charitable entities designated

American Red Cross.
