Amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code. Removes a memorial site designation. Amends the State Parks Designation Act. Adds a Section for State Wildlife Areas, State Trails, State Habitat Areas, and State Fish and Wildlife areas. Amends Sections regarding State Wildlife Areas and State Boat Access Areas. Provides that designated areas are under the care, control, supervision, and management of the Department of Natural Resources. Removes the Department's authority to acquire land around the Smithland Reservoir. Effective immediately.

A BILL FOR

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois is amended by changing Section 805-510 as follows:

Sec. 805-510. Public monuments and memorials. The Department has the power to erect, supervise, and maintain all public monuments and memorials erected by the State on properties under the jurisdiction of the Department of Natural Resources, except when the supervision and maintenance of a monument or memorial is otherwise provided by law. Under the power granted by this Section the Department shall (i) provide a site in Rock Cut State Park for the Winnebago County Vietnam Veterans' Memorial and (ii) allow the Vietnam Veterans' Honor Society to erect the Memorial of an agreed design.

Section 10. The State Parks Designation Act is amended by changing Sections 1, 2, 3.3, 3.5, 5, 6, 7, and 10 and by adding Sections 3.1, 3.2, and 3.4 as follows:

Section 20. The State Forest Act is amended by changing Section 2.1 as follows:
