1 | | (4) the Director of Agriculture, or his or her |
2 | | designee;

3 | | (5) the Director of the Department of Commerce and |
4 | | Economic Opportunity, or his or her designee;

5 | | (6) the Director of Public Health, or his or her |
6 | | designee;
|
7 | | (7) one member appointed by the Governor, representing |
8 | | the interests of the Prairie Research Institute;
|
9 | | (8) one member appointed by the Governor, representing |
10 | | the interests of the Illinois State Water Survey;
|
11 | | (9) one member appointed by the Governor, representing |
12 | | the interests of the Illinois State Geological Survey; and
|
13 | | (10) one member appointed by the Governor, |
14 | | representing the interests of the Illinois Sustainable |
15 | | Technology Center, who will serve as the chairperson of the |
16 | | committee. |
17 | | (c) The Illinois Environmental Protection Agency shall |
18 | | provide technical support and assistance to the task force and |
19 | | shall be responsible for administering its operations and |
20 | | ensuring that the requirements of this Act are met.

21 | | (d) The task force may consult with any persons or entities |
22 | | it deems necessary to carry out its purposes.
|
23 | | (e) Members of the task force shall be appointed no later |
24 | | than 90 days after the effective date of this Act. The members |
25 | | of the task force shall receive no compensation for serving as |
26 | | members of the task force.

1 | | (f) The task force shall convene at regular, scheduled |
2 | | intervals to study the potential use of alternative water |
3 | | supplies in Illinois and to determine overarching goals for |
4 | | alternative water supply use. The task force shall create a |
5 | | report that reviews existing regulatory conditions and the |
6 | | latest available scientific research and institutional |
7 | | knowledge to evaluate and document:
|
8 | | (1) the existing opportunities for, and barriers to, |
9 | | use of alternative water supplies;
|
10 | | (2) recommended legislative and administrative |
11 | | requirements for aligning individual agency policies, |
12 | | programs, or strategies to support the goals of alternative |
13 | | water supply use, including possible amendments to the |
14 | | University of Illinois Scientific Surveys Act, the |
15 | | Illinois Groundwater Protection Act, the Rivers, Lakes, |
16 | | and Streams Act, and the Green Infrastructure for Clean |
17 | | Water Act;
|
18 | | (3) any overlaps, gaps, or contradictions in |
19 | | administrative rules with regard to water quality |
20 | | standards or usage requirements for the alternative water |
21 | | supplies;
|
22 | | (4) the water supply, water quality, and public health |
23 | | implications of creating rules to regulate and promote use |
24 | | of alternative water supplies;
|
25 | | (5) the existing and potential new regulatory or |
26 | | economic incentive programs to support alternative water |

1 | | supply usage; and
|
2 | | (6) the potential for a market for alternative water |
3 | | supplies in Illinois, including economic implications, |
4 | | such as job creation and increased availability of water |
5 | | supply.

6 | | (g) The task force shall submit its report and |
7 | | recommendations to the General Assembly and the Governor on or |
8 | | before January 1, 2017.
|
9 | | Section 10. Expiration. This Act is repealed on January 1,
|
10 | | 2018.
|
11 | | Section 99. Effective date. This Act takes effect upon |
12 | | becoming law.".
