| 2 | | Be it enacted by the People of the State of Illinois,

| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Public Utilities Act is amended by changing |
| 5 | | Section 19-130 as follows:
|

| 7 | | Sec. 19-130. Commission study and report. The

| 8 | | Commission's Office of Retail Market Development shall prepare |
| 9 | | an annual
report regarding the
development of competitive |
| 10 | | retail natural gas markets in Illinois. The report shall be |
| 11 | | approved by the Commission and be filed by
July 1
of each odd |
| 12 | | year with the Joint
Committee on Legislative Support Services |
| 13 | | of the General Assembly and the
Governor and shall be
publicly |
| 14 | | available. The report shall include, at a minimum, the |
| 15 | | following
information:
|
| 16 | | (1) an analysis of the status and development of the |
| 17 | | retail natural gas
market in the State of Illinois; and |
| 18 | | (2) a discussion of any identified barriers to the |
| 19 | | development of competitive retail natural gas markets in |
| 20 | | Illinois and proposed solutions to overcome identified |
| 21 | | barriers; and
|
| 22 | | (3) any other information the Commission considers |
| 23 | | significant in
assessing
the development of gas
markets in |
