AMENDMENT TO SENATE BILL 230 




2    AMENDMENT NO. ______. Amend Senate Bill 230 by replacing 
3everything after the enacting clause with the following:




 
4    "Section 5. The State Finance Act is amended  by changing 
5Section 10 as follows:
 



6    (30 ILCS 105/10)  (from Ch. 127, par. 146)



7    Sec. 10. 
When an appropriation has been
made by the General 
8Assembly for the ordinary and contingent expenses of
the 
9operation, maintenance and administration of the several 
10offices,
departments, institutions, boards, commissions and 
11agencies of the State
government, the State Comptroller shall 
12draw his warrant on the State
Treasurer for the payment of the 
13same upon the presentation of itemized
vouchers, issued, 
14certified, and approved, as follows:

15    For appropriations to


16        (1) Elective State officers in the executive

1    Department, to be
certified and approved by such officers, 
2    respectively;


3        (2) The Supreme Court, to be certified and approved by 
4    the Chief
Justice thereof;


5        (3) Appellate Court, to be certified and approved by 
6    the Chief
Justice of each judicial district;


7        (4) The State Senate, to be certified and approved by 
8    the President;


9        (5) The House of Representatives, to be certified and 
10    approved by
the Speaker;


11        (6) The Auditor General, to be certified and approved 
12    by the Auditor
General;


13        (7) Clerks of courts, to be certified and approved by 
14    the clerk
incurring expenditures;


15        (8) The departments under the Civil Administrative 
16    Code, to be
certified and approved by the Director or 
17    Secretary of the Department;


18        (9) The University of Illinois, to be certified by the 
19    president and
secretary of the Board of Trustees of the 
20    University of Illinois, with
the corporate seal of the 
21    University attached thereto;


22        (10) The State Universities Retirement System, to be 
23    certified to by
the President and Secretary of the Board of 
24    Trustees of the System;


25        (11) The Board of Trustees of Illinois State

11        (16) All other officers, boards, commissions and

State government, certified and approved by 
13    such officer or by
the president or chairman and secretary 
14    or by the executive officer of such
board, commission or 
15    agency;


16        (17) Individuals, to be certified by such individuals;


17        (18) The farmers' institute, agricultural, livestock, 
18    poultry,
scientific, benevolent, and other private 
19    associations, or corporations
of whatsoever nature, to be 
20    certified and approved by the president
and secretary of 
21    such society.

22    Nothing contained in this Section shall be construed to 
23amend or
modify the "Personnel Code".

24    This Section is subject to Section 9.02.

1    Section 99. Effective date. This Act takes effect upon 
2becoming law.".
