1 | | AN ACT concerning education.
|
2 | | Be it enacted by the People of the State of Illinois, |
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois State University Law is amended by |
5 | | changing Section 20-15 as follows:
|
6 | | (110 ILCS 675/20-15)
|
7 | | Sec. 20-15. Membership; terms; vacancies. The Board shall |
8 | | consist of 9 7
voting members appointed by the Governor, by and |
9 | | with the advice and consent
of the Senate, and one voting |
10 | | member who is a student at Illinois State
University. The |
11 | | student member shall be chosen by a campus-wide student
|
12 | | election. The student member shall serve a term of one year |
13 | | beginning on July
1 of each year, except that the student |
14 | | member initially selected shall serve
a term beginning on the |
15 | | date of his or her selection and expiring on the next
|
16 | | succeeding June 30. To be eligible to remain as a student |
17 | | member of the Board,
the student member must be a resident of |
18 | | this State, must have and maintain a
grade point average that |
19 | | is equivalent to at least 2.5 on a 4.0 scale, and must
be a full |
20 | | time student enrolled at all times
during his or her term of |
21 | | office except for that part of the term which follows
the |
22 | | completion of the last full regular semester of an academic |
23 | | year and
precedes the first full regular semester of the |

1 | | succeeding academic year at the
university (sometimes commonly |
2 | | referred to as the summer session or summer
school). If a |
3 | | student member serving on the Board fails to
continue to meet |
4 | | or maintain the residency, minimum grade point average, or
|
5 | | enrollment requirement established by this Section, his
or her |
6 | | membership on the Board shall be deemed to have terminated by |
7 | | operation
of law. Of the members first appointed by the |
8 | | Governor, 4 shall be
appointed for terms to expire on the third |
9 | | Monday in January, 1999,
and 3 shall be appointed for terms to |
10 | | expire on the third Monday in January,
2001. One of the |
11 | | additional members appointed by the Governor, by and with the
|
12 | | advice and consent of the Senate, under this amendatory Act of |
13 | | the 98th General
Assembly, shall be appointed for
a term to |
14 | | expire on the third Monday in January, 2017 and the other |
15 | | additional member appointed by the Governor, by and with the
|
16 | | advice and consent of the Senate, under this amendatory Act of |
17 | | the 98th General
Assembly, shall be appointed for
a term to |
18 | | expire on the third Monday in January, 2019. If the Senate is |
19 | | not in session on the effective date of this
Article, or if a |
20 | | vacancy in an appointive membership occurs at a time when
the |
21 | | Senate is not in session, the Governor shall make temporary
|
22 | | appointments until the next meeting of the Senate when he shall |
23 | | nominate
persons to fill such memberships for the remainder of |
24 | | their respective terms.
No more than 5 4 of the members |
25 | | appointed by the Governor shall be
affiliated with the same |
26 | | political party.
Each member appointed by the Governor must be |

1 | | a resident of this State. A
failure to meet or maintain this |
2 | | residency requirement constitutes a
resignation from and |
3 | | creates a vacancy in the Board.
Upon the expiration of the |
4 | | terms
of members appointed by the Governor, their respective |
5 | | successors shall be
appointed for terms of 6 years from the |
6 | | third Monday in January of each
odd-numbered year.
Any members |
7 | | appointed to the Board shall continue to serve in such capacity
|
8 | | until their successors are appointed and qualified.
