2 | WHEREAS, After nearly 35 years of service to the City of | ||||||
3 | Bloomington, Emily Bell is retiring from her position as Human | ||||||
4 | Resources Director, having been instrumental in the | ||||||
5 | establishment and development of the City's Human Resources | ||||||
6 | Department; and
| ||||||
7 | WHEREAS, Emily Bell is an expert in her field and a | ||||||
8 | resource for many due to her wealth of institutional knowledge; | ||||||
9 | she has championed fairness and equality and has responded to | ||||||
10 | the ever-changing needs of the City and its workforce for the | ||||||
11 | good of all; and
| ||||||
12 | WHEREAS, Emily Bell began her career at the City in 1979 in | ||||||
13 | a secretarial position; she later obtained the education and | ||||||
14 | knowledge in Business Administration at Illinois State | ||||||
15 | University that was needed to obtain the level of Human | ||||||
16 | Resources Director; she has been responsible for Equal | ||||||
17 | Employment Opportunity and Affirmative Action duties, | ||||||
18 | workforce recruitment, employment and deployment, training and | ||||||
19 | development, employee relations, labor relations, and the | ||||||
20 | development and implementation of city policies and | ||||||
21 | procedures; and

22 | WHEREAS, Emily Bell received and maintained her Certified |

| |||||||
1 | Professional designation from the International Personnel | ||||||
2 | Management Association; she served on the Bloomington-Normal | ||||||
3 | Human Resource Council; she is also a member of the National | ||||||
4 | Public Employer Labor Relations Association and the National | ||||||
5 | City Bank Community Advisory Board; and | ||||||
6 | WHEREAS, Emily Bell has served beyond her position in the | ||||||
7 | community in support of youth, women, and families as a board | ||||||
8 | or committee member for many agencies, including Habitat for | ||||||
9 | Humanity, Mid Central Community Action, the Baby Fold, United | ||||||
10 | Way of McLean County, YWCA McLean County, the Women's Center, | ||||||
11 | the Community Cancer Center, and the Mom and Me Camp Prison | ||||||
12 | Ministry; and
| ||||||
13 | WHEREAS, Emily Bell has been recognized by her community | ||||||
14 | with the YWCA McLean County Harriett F. Rust Women of | ||||||
15 | Distinction Community Service Award and the Illinois Heart and | ||||||
16 | Lung Foundation Spirit of Success Award; and
| ||||||
17 | WHEREAS, Emily Bell is well known as a woman of faith, | ||||||
18 | giving freely and openly of her time and talent to her church; | ||||||
19 | she and her husband Leonard, who is retired from State Farm | ||||||
20 | Insurance Companies, have a beautiful family with many children | ||||||
21 | and grandchildren to enjoy; therefore, be it

22 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |

1 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
2 | we congratulate Emily Bell on the occasion of her retirement | ||||||
3 | and wish her continued success and happiness in the future; and | ||||||
4 | be it further

5 | RESOLVED, That a suitable copy of this resolution be | ||||||
