2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are saddened to learn of the death of Artis | ||||||
4 | Yancey of Waukegan, who passed away on March 19, 2014; and
| ||||||
5 | WHEREAS, Artis Yancey was born in Gary, Indiana on December | ||||||
6 | 25, 1959 to Thomas and Lorenza Yancey; he graduated in 1978 | ||||||
7 | from Waukegan High School and earned his bachelor's degree in | ||||||
8 | general studies from Northeastern University and his master's | ||||||
9 | degree in criminal social justice from Lewis University; he | ||||||
10 | furthered his education with a certificate from the | ||||||
11 | Northwestern Center for Public Safety and a certificate from | ||||||
12 | the Harvard John F. Kennedy School of Government Executive | ||||||
13 | Education; he attended the Illinois Law Enforcement Training | ||||||
14 | and Standards Board Executive Institute's Police Executive | ||||||
15 | Role in the 21st Century program; he was a FBI National Academy | ||||||
16 | Graduate in Quantico, Virginia and a Northwestern University | ||||||
17 | Police Staff and Command Executive Management Graduate; and
| ||||||
18 | WHEREAS, Artis Yancey served as a police officer for 21 | ||||||
19 | years, which included stints as a detective, community police | ||||||
20 | officer, supervisor of the detective bureau, deputy chief, and | ||||||
21 | finally chief starting in January of 2009; he retired in July | ||||||
22 | of 2010, and in March of 2011, he was appointed coroner; in | ||||||
23 | April of 2013, he was elected Waukegan City Clerk; and

1 | WHEREAS, In 2002, Artis Yancey was named "Officer of the | ||||||
2 | Year" by the Exchange Club of Waukegan; he was a Lion's Club | ||||||
3 | member, Community Action Project (CAP) of Waukegan member, and | ||||||
4 | a Waukegan Township HBCU College Member; and
| ||||||
5 | WHEREAS, Artis Yancey was preceded in death by his parents, | ||||||
6 | a brother, Thomas (Florence Loriane) Yancey, Jr., and a sister, | ||||||
7 | Joy Ann Green-Yancey; and
| ||||||
8 | WHEREAS, Artis Yancey is survived by his wife, Tamara | ||||||
9 | Yancey; his step-daughter, Kiesha; his children, Lauryn, | ||||||
10 | Jordan, Delaney, and Delacey Yancey; his brother, Melvin | ||||||
11 | (Phyllis) Yancey; his sisters, Margree (Randolph) Danner, | ||||||
12 | Velvin Faye (Alvin) Harper and Ardene Yancey; Ossie Green, Sr.; | ||||||
13 | his father-in-law, Coleman Moore; and a host of nieces, | ||||||
14 | nephews, cousins, and friends; therefore, be it

15 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
16 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
17 | we mourn the passing of Artis Yancey, and extend our sincere | ||||||
18 | condolences to his family, friends, and all who knew and loved | ||||||
19 | him; and be it further

20 | RESOLVED, That a suitable copy of this resolution be | ||||||
21 | presented to the family of Artis Yancey as an expression of our |
