2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Ann Hilton Fisher on the | ||||||
4 | occasion of her retirement as Executive Director of the AIDS | ||||||
5 | Legal Council of Chicago; and
| ||||||
6 | WHEREAS, Ann Hilton Fisher earned her Bachelor of Arts in | ||||||
7 | Sociology from the University of Michigan in Ann Arbor in 1969 | ||||||
8 | and her Juris Doctor from Wayne State University Law School in | ||||||
9 | Detroit, Michigan in 1977; and
| ||||||
10 | WHEREAS, After clerking in the United States Court of | ||||||
11 | Appeals for the Seventh Circuit from 1978 to 1980, Ann Hilton | ||||||
12 | Fisher served as a staff attorney at the Legal Assistance | ||||||
13 | Foundation's office in Chicago from 1980 to 1986; she | ||||||
14 | subsequently served as a senior attorney for the Legal | ||||||
15 | Assistance Foundation's Disability Law Project from 1987 to | ||||||
16 | 1994 before working as a supervisor for the Legal Assistance | ||||||
17 | Foundation's HIV Law Project from 1994 to 1997; in July of | ||||||
18 | 1997, she was selected to serve as Executive Director of the | ||||||
19 | AIDS Legal Council of Chicago, where she remained until her | ||||||
20 | retirement; and
| ||||||
21 | WHEREAS, During Ann Hilton Fisher's tenure at the AIDS | ||||||
22 | Legal Council of Chicago, the organization's staff has doubled, |

| |||||||
1 | the budget has greatly increased, and the number of cases has | ||||||
2 | increased to approximately 1,500 per year; under her | ||||||
3 | leadership, new projects were created at the AIDS Legal Council | ||||||
4 | of Chicago assisting HIV+ immigrants, HIV-impacted families, | ||||||
5 | HIV+ youth, and clients who want to return to work from | ||||||
6 | disability; and
| ||||||
7 | WHEREAS, Ann Hilton Fisher has used her advocacy skills to | ||||||
8 | benefit seniors and persons with disabilities; she helped to | ||||||
9 | initiate and lead the effort to raise Medicaid eligibility in | ||||||
10 | Illinois from 41% of the federal poverty level to 100%, | ||||||
11 | resulting in almost 100,000 seniors and persons with | ||||||
12 | disabilities in Illinois becoming newly eligible for Medicaid; | ||||||
13 | she also worked with a coalition to repeal Illinois's HIV | ||||||
14 | Principal Notification law; and
| ||||||
15 | WHEREAS, Ann Hilton Fisher has been a well-respected | ||||||
16 | trainer of many social service agencies, law schools, medical | ||||||
17 | clinics, bar association committees, HIV+ support groups, and | ||||||
18 | other organizations on many complex legal issues, including | ||||||
19 | Medicare Part D pharmaceutical programs and issues surrounding | ||||||
20 | the Affordable Care Act; she has also been the author of | ||||||
21 | numerous publications and lectures dealing with a wide range of | ||||||
22 | legal topics; and | ||||||
23 | WHEREAS, Ann Hilton Fisher has been the recipient of |

1 | numerous awards and recognitions from numerous civic and legal | ||||||
2 | organizations, including the Illinois State Bar Association, | ||||||
3 | the Chicago Bar Association, the Hearts Foundation, the | ||||||
4 | Illinois Lawyers Trust Fund, the AIDS Foundation of Chicago, | ||||||
5 | the Council for Disability Rights, and the Legal Assistance | ||||||
6 | Foundation of Chicago; and
| ||||||
7 | WHEREAS, Ann Hilton Fisher has volunteered as a docent at | ||||||
8 | the historic Second Presbyterian Church in Chicago since
2010, | ||||||
9 | gladly offering visitors a tour of the church and its famed | ||||||
10 | Tiffany stained glass windows; she is an avid
birdwatcher, a | ||||||
11 | proud lifelong Yooper, and a lover of photography who routinely | ||||||
12 | delights her friends with her candid
street scenes and lovely | ||||||
13 | pictures of nature; she is a friend and mentor to her staff, a | ||||||
14 | champion for her clients, and an
admired and respected partner | ||||||
15 | in advocacy for the rights of people with HIV, seniors, and | ||||||
16 | persons with disabilities; therefore, be it | ||||||
17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
18 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
19 | we congratulate Ann Hilton Fisher on the occasion of her | ||||||
20 | retirement and wish her continued success and happiness in the | ||||||
21 | future; and be it further

22 | RESOLVED, That a suitable copy of this resolution be | ||||||
23 | presented to Ann Hilton Fisher as a symbol of our esteem and |
