2 | WHEREAS, It has come to our attention that distinguished | ||||||
3 | lobbyist Richard "Dick" Lockhart has recently
celebrated his | ||||||
4 | 90th birthday; and
| ||||||
5 | WHEREAS, Richard Lockhart was born in Lima, Ohio on January | ||||||
6 | 20, 1924; and | ||||||
7 | WHEREAS, Richard Lockhart enlisted in the United States | ||||||
8 | Army in 1943; during his time in the service he was held
as a | ||||||
9 | prisoner of war in 1945, and as a result of his bravery and | ||||||
10 | selflessness, he was awarded the Bronze Star and
the Combat | ||||||
11 | Infantryman Badge; he was honorably discharged from service on | ||||||
12 | December 12, 1945; and | ||||||
13 | WHEREAS, Richard Lockhart returned to Chicago and | ||||||
14 | continued his education at Northwestern University
Evening | ||||||
15 | School in 1946; and | ||||||
16 | WHEREAS, Richard Lockhart married Dorothy Phelps in 1948 | ||||||
17 | and together they raised 2 children,
Lisa and David; and | ||||||
18 | WHEREAS, Richard Lockhart pursued a career focused on | ||||||
19 | politics, forming a lobbying and consulting firm,
Social | ||||||
20 | Engineering Associates in 1958; he published a nonpartisan |

| |||||||
1 | newsletter, "The Illinois Political Reporter" beginning in | ||||||
2 | 1961 until 1986; and
| ||||||
3 | WHEREAS, Richard Lockhart was named as one of the "10 Best | ||||||
4 | Lobbyists in Illinois" by the Chicago Sun-Times; he served as a | ||||||
5 | special consultant to the President of the Constitutional | ||||||
6 | Convention in 1970, as
speaker of the Illinois Third House in | ||||||
7 | 1981, and in 2004, he was the recipient of the Illinois Third | ||||||
8 | House
Lifetime Achievement Award; and
| ||||||
9 | WHEREAS, Richard Lockhart has authored numerous works, | ||||||
10 | including a 10,000 word article on Illinois for the
| ||||||
11 | Encyclopedia Brittanica, "The Legislative Process and the | ||||||
12 | Pursuit of Virtue", "Words Wise and
Otherwise", and "Lockhart | ||||||
13 | Logic", as well as compiling a World War II memoire in which he | ||||||
14 | eagerly
shares his vast knowledge with friends and strangers | ||||||
15 | alike; and
| ||||||
16 | WHEREAS, Richard Lockhart has, throughout his lifetime, | ||||||
17 | given generously to support the United States Holocaust
| ||||||
18 | Memorial Museum, the Illinois State Library, and the Allen | ||||||
19 | County Public Library in Ft. Wayne, Indiana; and
| ||||||
20 | WHEREAS, Upon entering his 90th year of life, Richard | ||||||
21 | Lockhart continues to serve his clients in a dedicated
and | ||||||
22 | professional manner as an esteemed advocate in front of the |

1 | Illinois General Assembly; therefore, be it
| ||||||
2 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
3 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
4 | we hereby extend our best wishes to Richard "Dick" Lockhart on | ||||||
5 | the occasion of his 90th birthday and commend him for his years | ||||||
6 | of dedication to the people of the State of Illinois; and be it | ||||||
7 | further

8 | RESOLVED, That a suitable copy of this resolution be | ||||||
9 | presented to Richard Lockhart as an expression of our
esteem | ||||||
