2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to recognize Mona B. Martin, the | ||||||
4 | former Director of the House Republican Research and | ||||||
5 | Appropriations staff and longtime Springfield business | ||||||
6 | management consultant, on recently being inducted into the | ||||||
7 | Samuel K. Gove Illinois Legislative Internship Hall of Fame; | ||||||
8 | and
| ||||||
9 | WHEREAS, The Samuel K. Gove Illinois Legislative | ||||||
10 | Internship Hall of Fame honors former legislative interns whose | ||||||
11 | careers have exemplified distinguished public service; and
| ||||||
12 | WHEREAS, Mona Martin began her career in government through | ||||||
13 | the Illinois Legislative Staff Internship Program in 1989, | ||||||
14 | analyzing agency budgets; and | ||||||
15 | WHEREAS, After continuing with the House Republican Staff | ||||||
16 | in 1990, Mona Martin became a substantive committee staff | ||||||
17 | member, working with the members of her Caucus on what was then | ||||||
18 | the House Revenue Committee; and | ||||||
19 | WHEREAS, Mona Martin was promoted by former House Minority | ||||||
20 | Leader Lee A. Daniels, starting with the 1993 spring session, | ||||||
21 | to be Director of Research for the House Republican staff; in |

1 | this position, she performed, with enthusiasm and | ||||||
2 | intelligence, in the supervision of staff analyses covering all | ||||||
3 | of the substantive and budgetary challenges of the day; and | ||||||
4 | WHEREAS, Starting with the 1994 spring session, Mona Martin | ||||||
5 | expanded her portfolio and became the Director of Research and | ||||||
6 | Appropriations for her staff, thereby also supervising the | ||||||
7 | staff work and analysis of Illinois' annual and supplemental | ||||||
8 | budget bills; and | ||||||
9 | WHEREAS, In this capacity, in a typical year, Martin would | ||||||
10 | supervise more than 25 analysts, interns, and office staff; and | ||||||
11 | WHEREAS, During this time, Mona Martin served as a mentor | ||||||
12 | to dozens of legislative research staffers, not only training | ||||||
13 | them in excellence, but also challenging and inspiring them | ||||||
14 | with her own example; and | ||||||
15 | WHEREAS, After moving on to the executive branch of | ||||||
16 | government in 1999, Mona Martin worked with her longtime friend | ||||||
17 | and mentor Pam McDonough at what was then the Department of | ||||||
18 | Commerce and Community Affairs, serving as Managing Director of | ||||||
19 | Policy Development, Planning and Research, and working closely | ||||||
20 | with members of all 4 caucuses of the General Assembly to | ||||||
21 | coordinate a $12,000,000,000 program of State public sector | ||||||
22 | investments in local infrastructure, the IllinoisFIRST |

1 | program; and | ||||||
2 | WHEREAS, Mona Martin moved her service to Illinois to a new | ||||||
3 | realm in 2003 by joining the private sector, owning and | ||||||
4 | operating her own firm as a business management consultant, and | ||||||
5 | guiding the State and its top officials and lawmakers through | ||||||
6 | challenges created by the new family of public policy issues | ||||||
7 | that characterized the 2000's, especially the growing field of | ||||||
8 | crises and opportunities created by changes in global health | ||||||
9 | care and pharmaceutical management; and | ||||||
10 | WHEREAS, Mona Martin is a true daughter of Illinois, having | ||||||
11 | spent her youth in the rural town of Buckley, in the heart of | ||||||
12 | the "Grande Prairie" agricultural district, the most | ||||||
13 | productive farmland on earth; and | ||||||
14 | WHEREAS, As a lettered "Rocket" at Buckley-Loda High | ||||||
15 | School, Mona Martin became the most decorated female track | ||||||
16 | athlete in the history of the school, medaling 3 consecutive | ||||||
17 | times in school years 1982-85 by throwing the shot put at the | ||||||
18 | State's track meet; and

19 | WHEREAS, Mona Martin continued her studies at the United | ||||||
20 | States Air Force Academy in Colorado Springs, Colorado and | ||||||
21 | North Central College in Naperville; and

1 | WHEREAS, Those around Mona Martin are keenly aware of the | ||||||
2 | support she has received throughout her career from her | ||||||
3 | husband, David Joens, Ph.D., the current Director of the | ||||||
4 | Illinois State Archives; together they are the proud parents of | ||||||
5 | a son, Benjamin Joens; and
| ||||||
6 | WHEREAS, Mona Martin and her family are enthusiastic | ||||||
7 | travelers, bringing the heritage of Illinois to a variety of | ||||||
8 | locations across Europe; their friends never know where they | ||||||
9 | will be next; therefore, be it
| ||||||
10 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
11 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
12 | we congratulate Mona B. Martin on her induction into the Samuel | ||||||
13 | K. Gove Illinois Legislative Internship Hall of Fame and thank | ||||||
14 | her for her years of public service; and be it further
| ||||||
15 | RESOLVED, That a suitable copy of this resolution be | ||||||
16 | presented to Mona Martin and her family as a symbol of our | ||||||
17 | respect and esteem.
