2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives would like to congratulate Lieutenant Colonel | ||||||
4 | Terry Lemming on his much deserved and earned retirement from | ||||||
5 | the Illinois State Police on December 31, 2013; and
| ||||||
6 | WHEREAS, Lt. Col. Terry Lemming began his career with the | ||||||
7 | Illinois State Police with his appointment to Cadet Class #84 | ||||||
8 | on August 21, 1989; and
| ||||||
9 | WHEREAS, After graduating from the academy, Lt. Col. Terry | ||||||
10 | Lemming was assigned to District 15 patrol; in December of | ||||||
11 | 1992, he was promoted to the rank of Special Agent with an | ||||||
12 | assignment to the Division of Criminal Investigation; he later | ||||||
13 | transferred to the General Investigation division in District | ||||||
14 | 21; in August of 1997, he was promoted to the rank of Sergeant; | ||||||
15 | in July of 1998, he was transferred to District 2 | ||||||
16 | investigations and assigned to the DuPage County Metropolitan | ||||||
17 | Enforcement Group; in May of 1999, he was transferred to the | ||||||
18 | Lake County Metropolitan Enforcement Group; in August of 1999, | ||||||
19 | he was promoted to the rank of Master Sergeant and became | ||||||
20 | Commander of Lake County Metropolitan Enforcement Group, where | ||||||
21 | he served for several years; and

22 | WHEREAS, In October of 2005, Lt. Col. Terry Lemming was |

1 | promoted to the rank of Lieutenant and appointed to serve as a | ||||||
2 | Statewide Drug and Gun Enforcement Coordinator; in 2008, he was | ||||||
3 | promoted to the rank of Captain and became an Investigative | ||||||
4 | Zone 1 Commander; he was later appointed to serve as a Region | ||||||
5 | II Commander; in 2009, he attended the Federal Bureau of | ||||||
6 | Investigation's National Academy and was appointed to serve as | ||||||
7 | a Region I Commander; as Region I Commander and vice-chairman | ||||||
8 | of transportation during the Chicago NATO Summit in May 2012, | ||||||
9 | he was responsible for 700 State policemen and the protection | ||||||
10 | of world dignitaries attending the Chicago NATO Summit; and
| ||||||
11 | WHEREAS, On July 1, 2012, Lt. Col. Terry Lemming was | ||||||
12 | appointed to the rank of Lieutenant Colonel within the Division | ||||||
13 | of Operations, where he has overseen field operations for the | ||||||
14 | Illinois State Police, including all 21 patrol districts and 7 | ||||||
15 | investigative zones; and
| ||||||
16 | WHEREAS, In October of 2011, Lt. Col. Terry Lemming was | ||||||
17 | honored by Lemont Police Chief Kevin Shaughnessy for his | ||||||
18 | actions while off-duty; while working a secondary job at a | ||||||
19 | residential treatment center, he saved the life of a distraught | ||||||
20 | patient who attempted to drown herself in a nearby retention | ||||||
21 | pond; and

22 | WHEREAS, Prior to joining the Illinois State Police, Lt. | ||||||
23 | Col. Terry Lemming served as a police officer in Western |

| |||||||
1 | Springs - Burbank; he earned a Master of Arts in Law | ||||||
2 | Enforcement Administration from Western Illinois University; | ||||||
3 | and | ||||||
4 | WHEREAS, Lt. Col. Terry Lemming served as an advocate for | ||||||
5 | the safety of undercover drug officers through his work on | ||||||
6 | Public Act 97-0846, which gives undercover drug officers the | ||||||
7 | ability to eavesdrop on drug investigations with approval of | ||||||
8 | the State's Attorney; and
| ||||||
9 | WHEREAS, Lt. Col. Terry Lemming will undoubtedly enjoy his | ||||||
10 | retirement by spending time with his family, including his | ||||||
11 | wife, Cammie, his sons, Luke, Matt, and Jake, and his daughter, | ||||||
12 | Holly, and by enjoying his avid interest of building | ||||||
13 | motorcycles; therefore, be it

14 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
15 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
16 | we congratulate Lieutenant Colonel Terry Lemming on his | ||||||
17 | outstanding career and his much deserved retirement; and be it | ||||||
18 | further

19 | RESOLVED, That a suitable copy of this resolution be | ||||||
20 | presented to Lt. Col. Terry Lemming as a symbol of our respect | ||||||
21 | and esteem.
