2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are saddened to learn of the death of our |
4 | | friend and former colleague, Philip W. Collins Jr. of |
5 | | Springfield, who passed away on April 29, 2013; and
|
6 | | WHEREAS, Philip Collins Jr. was born on June 24, 1931, in |
7 | | Chicago; his parents were Philip and Rella Dwyer Collins; he |
8 | | married Donna Betts on November 27, 1981, in Chicago; and
|
9 | | WHEREAS, Philip Collins Jr. graduated from Mt. Carmel High |
10 | | School in 1949 and received his bachelor's degree in commerce |
11 | | from the University of Notre Dame in 1955; and
|
12 | | WHEREAS, Philip Collins Jr. served his country with pride |
13 | | as a member of the United States Navy; and
|
14 | | WHEREAS, Philip Collins Jr. served in the Illinois House of |
15 | | Representatives for 16 years until his departure in 1982; he |
16 | | was employed as the Director of Corporate Tax Collection for |
17 | | the Illinois Department of Revenue for 4 years and was the |
18 | | Director of Business Services for the Secretary of State for 8 |
19 | | years; he also served on the Illinois Legislative Retirement |
20 | | Board for 8 terms; and

1 | | WHEREAS, Philip Collins Jr. was a member of Christ the King |
2 | | Catholic Church, the Sangamo Club, the Knights of Columbus, |
3 | | VFW, and the American Legion; and
|
4 | | WHEREAS, Philip Collins Jr. enjoyed watching Notre Dame, |
5 | | swimming, and golfing; and |
6 | | WHEREAS, Philip Collins Jr. was preceded in death by his |
7 | | parents and his sister, Patricia O'Connor; and |
8 | | WHEREAS, Philip Collins Jr. is survived by his wife, Donna |
9 | | Collins; his sons, Philip W. Collins III and Gregory (Kathy) |
10 | | Bridgwater; his daughters, Tierney (Kevin) Eson and Pamela |
11 | | (Victor) Naskrent; his grandchildren, Ashley (Ben) Timmons, |
12 | | Lindsay Whitten, Christopher Eson, Erin Collins, Kelsey |
13 | | Bridgwater, Michelle Eson, Zachary Michalik, and Mackenzie |
14 | | Collins; his great-grandchildren, Shaelynn Hoffman and Mason |
15 | | Adams; his sister, Irene (John) Hinkamp; and his many nieces |
16 | | and nephews; therefore, be it

17 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
18 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
19 | | we mourn, along with his family and friends, the passing of |
20 | | Philip W. Collins Jr.; and be it further
