HOUSE RESOLUTION

 
2    WHEREAS, There are nearly 25.8 million people in the United
3States with diabetes and 79 million people with pre-diabetes;
4and
 
5    WHEREAS, Diabetes contributed to the deaths of over 231,404
6people in the United States in 2007, making diabetes the
7seventh leading cause of death; and
 
8    WHEREAS, Every minute, three people are diagnosed with
9diabetes; and
 
10    WHEREAS, Each day, approximately 4,384 people were
11diagnosed with diabetes and approximately 1,900,000 new cases
12of diabetes were diagnosed in people 20 years or older in 2010;
13and
 
14    WHEREAS, Nationally, the rate of new diabetes cases climbed
15from about 5 per 1,000 in the mid-1990s to 9 per 1000 in the
16mid-2000s; and
 
17    WHEREAS, Over 7 million people with diabetes are
18undiagnosed; and
 
19    WHEREAS, Over 11.8% or 13 million adult men and 10.8% or

112.6 million women in the United States have diabetes; and
 
2    WHEREAS, Diabetes is a serious chronic condition that
3affects people of every age, race, income level, and ethnicity;
4and
 
5    WHEREAS, Persons who are Hispanic, African, Asian, Pacific
6Islander, or Native American are disproportionately affected
7by diabetes and suffer at rates much higher than the general
8population; and
 
9    WHEREAS, 15,600 youths in the United States are diagnosed
10with type 1 diabetes annually; about 3,600 youths are diagnosed
11with type 2 diabetes annually; and
 
12    WHEREAS, One in three people in the United States born in
13the year 2000 will develop diabetes in their lifetime; this
14statistic grows to nearly one in two for minority populations;
15and
 
16    WHEREAS, Diabetes costs the United States an estimated $245
17billion in 2012; $1 in every $10 spent on health care is
18attributed to diabetes and its complications; and
 
19    WHEREAS, Approximately one out of every four Medicare
20dollars is spent on the care of people with diabetes; and

1    WHEREAS, Every year, 65,700 people with diabetes undergo an
2amputation, 202,290 people enter end-stage kidney disease
3programs, and 420,000 people go blind from diabetes; and
 
4    WHEREAS, There is not yet a cure for diabetes; and
 
5    WHEREAS, There are proven means to reduce the incidence of
6and delay the onset of type 2 diabetes; and
 
7    WHEREAS, People with diabetes live healthy and productive
8lives with proper management and treatment; and
 
9    WHEREAS, National Diabetes Month is celebrated in the month
10of November; therefore, be it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
12NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13we designate November of 2013 as Diabetes Awareness Month in
14the State of Illinois in order to raise public awareness about
15stopping diabetes and increase education about the disease; and
16be it further
 
17    RESOLVED, That we recognize the importance of early
18detection, awareness of the symptoms of diabetes, and the risk
19factors for type 2 diabetes, which include being over the age

1of 45, coming from certain ethnic backgrounds, being
2overweight, having a low physical activity level, high blood
3pressure, and a family history of diabetes or a history of
4diabetes during pregnancy; and be it further
 
5    RESOLVED, That we support efforts to decrease the
6prevalence of diabetes, develop better treatments, and work
7toward an eventual cure for type 1 and type 2 diabetes through
8increased research, treatment, and prevention.
