2 | WHEREAS, There are nearly 25.8 million people in the United | ||||||
3 | States with diabetes and 79 million people with pre-diabetes; | ||||||
4 | and
| ||||||
5 | WHEREAS, Diabetes contributed to the deaths of over 231,404 | ||||||
6 | people in the United States in 2007, making diabetes the | ||||||
7 | seventh leading cause of death; and
| ||||||
8 | WHEREAS, Every minute, three people are diagnosed with | ||||||
9 | diabetes; and
| ||||||
10 | WHEREAS, Each day, approximately 4,384 people were | ||||||
11 | diagnosed with diabetes and approximately 1,900,000 new cases | ||||||
12 | of diabetes were diagnosed in people 20 years or older in 2010; | ||||||
13 | and | ||||||
14 | WHEREAS, Nationally, the rate of new diabetes cases climbed | ||||||
15 | from about 5 per 1,000 in the mid-1990s to 9 per 1000 in the | ||||||
16 | mid-2000s; and
| ||||||
17 | WHEREAS, Over 7 million people with diabetes are | ||||||
18 | undiagnosed; and
| ||||||
19 | WHEREAS, Over 11.8% or 13 million adult men and 10.8% or |
| |||||||
| |||||||
1 | 12.6 million women in the United States have diabetes; and | ||||||
2 | WHEREAS, Diabetes is a serious chronic condition that | ||||||
3 | affects people of every age, race, income level, and ethnicity; | ||||||
4 | and
| ||||||
5 | WHEREAS, Persons who are Hispanic, African, Asian, Pacific | ||||||
6 | Islander, or Native American are disproportionately affected | ||||||
7 | by diabetes and suffer at rates much higher than the general | ||||||
8 | population; and
| ||||||
9 | WHEREAS, 15,600 youths in the United States are diagnosed | ||||||
10 | with type 1 diabetes annually; about 3,600 youths are diagnosed | ||||||
11 | with type 2 diabetes annually; and | ||||||
12 | WHEREAS, One in three people in the United States born in | ||||||
13 | the year 2000 will develop diabetes in their lifetime; this | ||||||
14 | statistic grows to nearly one in two for minority populations; | ||||||
15 | and
| ||||||
16 | WHEREAS, Diabetes costs the United States an estimated $245 | ||||||
17 | billion in 2012; $1 in every $10 spent on health care is | ||||||
18 | attributed to diabetes and its complications; and
| ||||||
19 | WHEREAS, Approximately one out of every four Medicare | ||||||
20 | dollars is spent on the care of people with diabetes; and |

1 | WHEREAS, Every year, 65,700 people with diabetes undergo an | ||||||
2 | amputation, 202,290 people enter end-stage kidney disease | ||||||
3 | programs, and 420,000 people go blind from diabetes; and
| ||||||
4 | WHEREAS, There is not yet a cure for diabetes; and
| ||||||
5 | WHEREAS, There are proven means to reduce the incidence of | ||||||
6 | and delay the onset of type 2 diabetes; and | ||||||
7 | WHEREAS, People with diabetes live healthy and productive | ||||||
8 | lives with proper management and treatment; and
| ||||||
9 | WHEREAS, National Diabetes Month is celebrated in the month | ||||||
10 | of November; therefore, be it
| ||||||
11 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
12 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
13 | we designate November of 2013 as Diabetes Awareness Month in | ||||||
14 | the State of Illinois in order to raise public awareness about | ||||||
15 | stopping diabetes and increase education about the disease; and | ||||||
16 | be it further
| ||||||
17 | RESOLVED, That we recognize the importance of early | ||||||
18 | detection, awareness of the symptoms of diabetes, and the risk | ||||||
19 | factors for type 2 diabetes, which include being over the age |

1 | of 45, coming from certain ethnic backgrounds, being | ||||||
2 | overweight, having a low physical activity level, high blood | ||||||
3 | pressure, and a family history of diabetes or a history of | ||||||
4 | diabetes during pregnancy; and be it further | ||||||
5 | RESOLVED, That we support efforts to decrease the | ||||||
6 | prevalence of diabetes, develop better treatments, and work | ||||||
7 | toward an eventual cure for type 1 and type 2 diabetes through | ||||||
8 | increased research, treatment, and prevention.
