2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are saddened to learn of the death of Barbara | ||||||
4 | S. Penelton of Peoria, who passed away on March 18, 2013; and
| ||||||
5 | WHEREAS, Barbara Penelton was born on April 8, 1937, in | ||||||
6 | Chicago to Ruth and George Spencer; she attended Chicago Public | ||||||
7 | Schools and earned a bachelors of science and a masters of | ||||||
8 | science in education in 1958 and 1961, respectively, from the | ||||||
9 | University of Illinois at Champaign-Urbana; she married Frank | ||||||
10 | Smith but that union ended in divorce and in 1968 she married | ||||||
11 | Richard Penelton; and
| ||||||
12 | WHEREAS, Barbara Penelton began teaching for the Chicago | ||||||
13 | Public Schools; in 1966, she moved to Peoria after accepting a | ||||||
14 | position as director of education for the Peoria Tri-County | ||||||
15 | Urban League; in 1969, she became the first African-American | ||||||
16 | female faculty member at Bradley University, where she taught | ||||||
17 | and served as chair of the university's Department of Teacher | ||||||
18 | Education in the College of Education and Health Sciences; and
| ||||||
19 | WHEREAS, Barbara Penelton was preceded in death by her | ||||||
20 | mother, Ruth and her husband, Richard; and
| ||||||
21 | WHEREAS, Barbara Penelton is survived by her father, George |

1 | Spencer Sr.; her brother, George Spencer Jr.; her daughters, | ||||||
2 | Lisa Penelton and Kim (Frank) Campbell; her grandchildren, | ||||||
3 | Franklin and Julian Campbell; her other children, Toby Smith, | ||||||
4 | Sheri Mathis, Dominique Brown, and George Lyon Spencer; her | ||||||
5 | other grandchildren, Nishay Brown, Daejunique Brown, Jordan | ||||||
6 | Carter, Nathan Carter, Sydney Mathis, Joseph Mathis, Geordan | ||||||
7 | Spencer, and Skye Spencer; her goddaughter, Karlyn Miller | ||||||
8 | Singleton; one godgranddaughter, Tamara Camille Butler; and a | ||||||
9 | host of other much-beloved children, family members, book club | ||||||
10 | sisters, and friends; therefore, be it

11 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
12 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
13 | we mourn the passing of Barbara Penelton, and we extend our | ||||||
14 | sincere condolences to her family, friends, and all who knew | ||||||
15 | and loved her; and be it further

17 | presented to the family of Barbara Penelton as an expression of | ||||||
