Proposes to amend the Legislature Article of the Illinois Constitution. Prohibits a person from holding the following offices for more than a total of 8 years, provided that service before the second Wednesday in January of 2015 shall not be considered in the calculation of a person's service: Speaker of the House of Representatives, President of the Senate, Minority Leader of the House of Representatives, Minority Leader of the Senate, Majority Leader in the House of Representatives, Assistant Majority Leader in the Senate, Assistant Minority Leader in the Senate, Assistant Majority Leader in the House of Representatives, Assistant Minority Leader in the House of Representatives, Deputy Majority Leader in the House of Representatives, Deputy Minority Leader in the House of Representatives, Majority Caucus Chairman in the Senate, Minority Caucus Chairman in the Senate, Majority Conference Chairman in the House of Representatives, and the Minority Conference Chairman in the House of Representatives. Effective upon being declared adopted.

4 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
5 | | SENATE CONCURRING HEREIN, that there shall be submitted to the |
6 | | electors of the State for adoption or rejection at the general |
7 | | election next occurring at least 6 months after the adoption of |
8 | | this resolution a proposition to amend the Illinois |
9 | | Constitution by changing Section 6 of Article 4 as follows:

13 | | SECTION 6. ORGANIZATION
|
14 | | (a) A majority of the members elected to each house |
15 | | constitutes a
quorum.
|
16 | | (b) On the first day of the January session of the General |
17 | | Assembly
in odd-numbered years, the Secretary of State shall |
18 | | convene the House of
Representatives to elect from its |
19 | | membership a Speaker of the House of
Representatives as |
20 | | presiding officer, and the Governor shall convene the
Senate to |
21 | | elect from its membership a President of the Senate as

22 | | presiding officer. A person shall not serve more than a total |
23 | | of 8 years in the office of the Speaker of the House of |

16 | | (c) For purposes of powers of appointment conferred by this

17 | | Constitution, the Minority Leader of either house is a member |
18 | | of the
numerically strongest political party other than the |
19 | | party to which the
Speaker or the President belongs, as the |
20 | | case may be.
|
21 | | (d) Each house shall determine the rules of its |
22 | | proceedings, judge
the elections, returns and qualifications |
23 | | of its members and choose its
officers. No member shall be |
24 | | expelled by either house, except by a vote
of two-thirds of the |
25 | | members elected to that house. A member may be
expelled only |
26 | | once for the same offense. Each house may punish by

1 | | imprisonment any person, not a member, guilty of disrespect to |
2 | | the house
by disorderly or contemptuous behavior in its |
3 | | presence. Imprisonment
shall not extend beyond twenty-four |
4 | | hours at one time unless the person
persists in disorderly or |
5 | | contemptuous behavior.

8 | | This Constitutional Amendment takes effect upon being |
9 | | declared adopted in accordance with Section 7 of the Illinois |
10 | | Constitutional Amendment Act.
