AMENDMENT TO HOUSE JOINT RESOLUTION 55

2    AMENDMENT NO. ___. Amend House Joint Resolution 55 by
3replacing everything after the heading as follows:
4    "WHEREAS, The boundaries of the 32nd Representative
5District are generally in the inner city of Chicago extending
6to the southwest suburbs of Burbank, Bridgeview, Hickory Hills,
7and Justice, Illinois; and
 
8    WHEREAS, The 32nd Representative District has a voting age
9population of 108,734 people of various ethnic and
10socio-economic backgrounds; and
 
11    WHEREAS, 27,909 of the residents of the 32nd Representative
12District live at or below the federal poverty level; and
 
13    WHEREAS, The 32nd Representative District ranks in the top
143 of Representative Districts reporting incidents of violent
15crime; and

1    WHEREAS, The Dan Ryan Expressway is that 12 mile portion of
2I-90/94 located in the City of Chicago spanning from
3approximately 95th Street to the south and Roosevelt Road to
4the north; and
 
5    WHEREAS, The Dan Ryan Expressway travels through the 32nd
6Representative District one linear mile from 67th Street to the
7north and 76th Street to the south; and
 
8    WHEREAS, Within the 32nd Representative District lies
9Halsted Street one mile west of the Dan Ryan Expressway; and,
10Cottage Grove Avenue one mile east of the Dan Ryan Expressway;
11this area generally encompasses the communities of Englewood
12and Grand Crossing including the Park Manor neighborhood; and
 
13    WHEREAS, In November of 1985, Mayor Harold Washington
14entered into an intergovernmental agreement with the State of
15Illinois whereby the State of Illinois could operate Illinois
16State Lottery kiosks at O'Hare International Airport; and,
17subsequently Chicago Midway International Airport; and
 
18    WHEREAS, In November of 1985, Governor James R. Thompson
19entered into an intergovernmental agreement with the City of
20Chicago whereby the Illinois State Police would patrol the Dan
21Ryan Expressway; and, all other expressways in the City of

1Chicago; and
 
2    WHEREAS, The State of Illinois receives monies after the
3imposition of fines and penalties upon those persons cited for,
4among other things, improperly operating motor vehicles on the
5Dan Ryan Expressway between 67th Street and 76th Street; and
 
6    WHEREAS, The State of Illinois derives financial profits
7directly from the Illinois State Lottery kiosks located at both
8O'Hare International and Chicago Midway International
9Airports; and
 
10    WHEREAS, The Illinois State Lottery is successfully
11managed by Northstar Lottery Group, a subsidiary of the Italian
12company GTech Corporation, which exponentially surpassed the
13calculable revenue goals and expectations of the Illinois State
14Lottery deriving substantial profits for the Lottery; and
 
15    WHEREAS, In fact, the Illinois State Lottery posted fiscal
16year 2013 revenues of: (1) $4,939,990 from O'Hare International
17Airport; (2) $696,776 from Chicago Midway International
18Airport; and (3) $2,841,000,000 overall, of which $656,000,000
19was used to support education funding and $135,000,000 was used
20to support the State's capital infrastructure program; and
 
21    WHEREAS, It will not be a financial burden on the State of

1Illinois for the Illinois State Police to expand its patrol
2area, from the Dan Ryan Expressway between 67th Street and 76th
3Street one linear mile east and one linear mile west, to
4support efforts at combating violent crime in the State of
5Illinois; and
 
6    WHEREAS, Since as late as 1999, the Illinois State Police
7were dispatched to and patrolled the City of East St. Louis,
8Illinois to support efforts to combat crime in the State of
9Illinois; and
 
10    WHEREAS, As of the date of the filing of this resolution,
11over 700 registered voters, within the 2 mile rectangular
12boundary of the Dan Ryan Expressway between 67th Street and
1376th Street, have signed a petition imploring the Governor of
14the State of Illinois to dispatch the Illinois State Police,
15with all deliberate speed, to that specific area within the
1632nd Representative District for a reasonable period of time;
17and
 
18    WHEREAS, These 700 affected residents of the 32nd
19Representative District have stated that they are in immediate
20need of assistance and relief to protect their health, safety
21and welfare; therefore, be it
 
22    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE

1NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
2SENATE CONCURRING HEREIN, that there is created the Englewood
3Violent Crime Task Force within the Illinois State Police, to
4consist of the following:
5        (1) the Governor, or his or her designee;
6        (2) the Mayor of the City of Chicago, or his or her
7    designee;
8        (3) the Mayor of the City of East St. Louis, or his or
9    her designee;
10        (4) the Illinois Attorney General, or his or her
11    designee;
12        (5) a member of the Illinois State's Attorneys
13    Association appointed by the President of the Association;
14        (6) a member of the Cook County Bar Association
15    appointed by the President of the Association;
16        (7) the manager of the Illinois State Lottery;
17        (8) two members of the Illinois House of
18    Representatives chosen by the Speaker of the Illinois House
19    of Representatives, one of whom shall serve as co-chair;
20        (9) two members of the Illinois House of
21    Representatives chosen by the Minority Leader of the
22    Illinois House of Representatives;
23        (10) two members of the Illinois Senate chosen by the
24    President of the Illinois Senate, one of whom shall serve
25    as co-chair;
26        (11) two members of the Illinois Senate chosen by the

1    Minority Leader of the Illinois Senate;
2        (12) the President of the Park Manor Neighbors
3    Community Council;
4        (13) the Executive Director of Project Brotherhood;
5        (14) the President of the Student Government
6    Association at the University of Illinois at Chicago;
7        (15) the President of the Student Government
8    Association at Chicago State University;
9        (16) the Director of Corrections, or his or her
10    designee who must:
11            (A) be from the Department of Parole;
12            (B) be an active field agent; and
13            (C) possess at least a master's degree in criminal
14        justice or criminology;
15        (17) a faculty member of the Department of Criminology,
16    Law & Justice at the University of Illinois at Chicago
17    appointed by the President of the University of Illinois;
18        (18) a member of the Chicagoland Chamber of Commerce
19    appointed by the chairman of the board of the Chicagoland
20    Chamber of Commerce;
21        (19) a member of the Illinois Chamber of Commerce
22    appointed by the chairman of the board of the Illinois
23    Chamber of Commerce; and
24        (20) a member of the Illinois Retail Merchants
25    Association appointed by the President/CEO of the Illinois
26    Retail Merchants Association; and be it further

1    RESOLVED, That all appointments shall be made no later than
245 days following adoption of this resolution; and be it
3further
 
4    RESOLVED, That the Task Force shall study and determine the
5causes of violent crime in Englewood and nearby affected
6communities; and be it further
 
7    RESOLVED, That the Task Force shall study and determine the
8feasibility of deploying the Illinois State Police to Englewood
9and nearby affected communities and neighborhoods; and be it
10further
 
11    RESOLVED, That the Task Force shall develop a comprehensive
12long-term solution to the effect of violent crime in Englewood
13and nearby affected communities; and be it further
 
14    RESOLVED, That the Task Force shall recommend a plan of
15action to substantially reduce the incidents of violent crime
16in Englewood and nearby affected communities; and be it further
 
17    RESOLVED, That the Task Force shall draft any necessary
18legislation and make any necessary recommendations for
19appropriations for the General Assembly to pass and the
20Governor to sign to place the plan of action into immediate

1effect; and be it further
 
2    RESOLVED, That the Task Force shall report its findings and
3recommendations and submit any and all proposed legislation to
4the Governor and General Assembly on or before December 31,
52014; and be it further
 
6    RESOLVED, That the members of the Task Force shall serve
7without compensation, but shall be reimbursed for their
8reasonable and necessary expenses from the funds appropriated
9for that purpose from the Illinois State Police; and be it
10further
 
11    RESOLVED, That a copy of this resolution be presented to
12the Speaker of the Illinois House of Representatives, the
13Minority Leader of the Illinois House of Representatives, the
14President of the Illinois Senate, the Minority Leader of the
15Illinois Senate, the Governor of the State of Illinois, and the
16Director of State Police.".
