| 2 | | AMENDMENT NO. ___. Amend House Joint Resolution 27 by |
| 3 | | replacing everything after the heading with the following:
|
| 4 | | "WHEREAS, In 2010 the State of Illinois enacted a new set |
| 5 | | of pension benefits for public employees in State-funded |
| 6 | | pension systems; and
|
| 7 | | WHEREAS, Public employees hired on or after January 1, 2011 |
| 8 | | are commonly referred to as "Tier 2" members; and
|
| 9 | | WHEREAS, These Tier 2 members include public school |
| 10 | | teachers in K-12 classrooms throughout the State of Illinois; |
| 11 | | and
|
| 12 | | WHEREAS, Public school teachers do not receive Social |
| 13 | | Security, and many pension experts believe that Tier 2 benefits |
| 14 | | do not provide a pension that is at least equal to that federal |
|

| 1 | | program; and
|
| 2 | | WHEREAS, It is essential that Illinois provide a benefit |
| 3 | | and pay package that will attract the most talented and |
| 4 | | ambitious teachers in the country to our schools; and
|
| 5 | | WHEREAS, These benefits have been in effect for newly hired |
| 6 | | public school teachers for over two years with no study of how |
| 7 | | this has impacted recruitment and retention of teachers in |
| 8 | | Illinois; and
|
| 9 | | WHEREAS, It is appropriate for the General Assembly to |
| 10 | | study the impact of these benefits on the State's ability to |
| 11 | | provide the best teachers to our children; therefore, be it
|
| 12 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 13 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
| 14 | | SENATE CONCURRING HEREIN, that the Teacher Recruiting and |
| 15 | | Retention Task Force be created to study the impact of these |
| 16 | | Tier 2 pension benefits on the ability of school districts to |
| 17 | | recruit and retain teachers in public school classrooms; and be |
| 18 | | it further
|
| 19 | | RESOLVED, That the Task Force shall consist of 2 members of |
| 20 | | the House of Representatives appointed by the Speaker of the |
| 21 | | House, one of whom shall serve as co-chair, 2 members of the |
|

| 1 | | House of Representatives appointed by the Minority Leader of |
| 2 | | the House, 2 members of the Senate appointed by the President |
| 3 | | of the Senate, one of whom shall serve as co-chair, 2 members |
| 4 | | of the Senate appointed by the Minority Leader of the Senate, |
| 5 | | and 2 members appointed by the Governor; and be it further
|
| 6 | | RESOLVED, That 2 members from a statewide school alliance |
| 7 | | and 2 members from separate unions representing public school |
| 8 | | teachers statewide shall be appointed by the co-chairs to the |
| 9 | | Task Force; and be it further
|
| 10 | | RESOLVED, That the Teacher's Retirement System of the State |
| 11 | | of Illinois shall provide all necessary support to the Task |
| 12 | | Force; and be it further
|
| 13 | | RESOLVED, That the Task Force shall report its findings to |
| 14 | | the Governor and the General Assembly on or before January 1, |
| 15 | | 2014.". |
