Creates the Legislative Leader Term Limit Referendum Act. Requires the State Board of Elections to cause a statewide advisory public question to be submitted to the voters at the April 7, 2015 consolidated election asking whether there should be term limits for the offices of Speaker of the House of Representatives, President of the Senate, Minority Leader of the House of Representatives, and Minority Leader of the Senate. Provides that if the provision of the Act conflicts with any other law, the Act controls. Repeals the Act on January 1, 2016. Effective immediately.

1 | | AN ACT concerning elections.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 1. Short title. This Act may be cited as the |
5 | | Legislative Leader Term Limit Referendum Act. |
6 | | Section 5. Referendum. The State Board of Elections shall |
7 | | cause a statewide advisory public question to be submitted to |
8 | | the voters at the consolidated election to be held on April 7, |
9 | | 2015. The question shall appear in the following form: |
10 | | "Should there be term limits for the offices of Speaker of |
11 | | the House of Representatives, President of the Senate, |
12 | | Minority Leader of the House of Representatives, and |
13 | | Minority Leader of the Senate?"

14 | | The votes on the question shall be recorded as "Yes" or "No".

15 | | Section 10. Certification. The State Board of Elections |
16 | | shall immediately certify the question to be submitted to the |
17 | | voters of the entire State under Section 5 to each election |
18 | | authority in Illinois.

19 | | Section 15. Conflicts. If any provision of this Act |
20 | | conflicts with any other law, this Act controls.
