SYNOPSIS AS INTRODUCED:
 

 
New Act

     Creates the Youth Accountability Task Force Act.  Provides for the creation of a Youth Accountability Task Force within the Department of Juvenile Justice to develop a statewide plan to help prevent youth from joining gangs. Provides that the Task Force shall consult with appropriate State departments, agencies, and board representatives on issues related to juvenile justice administration.  Provides that the Department of Juvenile Justice shall provide professional and clerical staff and other services and supplies, including meeting space, as needed for the Task Force to carry out its duties in an effective manner. Provides that the Department of Juvenile Justice shall provide other staff to the Task Force at the request of the Task Force. Provides that the Task Force shall submit an initial report to the General Assembly and the Governor on or before  August 1, 2015. Provides that the Task Force may dissolve upon filing its final report.   Effective immediately.

1    AN ACT concerning criminal law.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 1. Short title. This Act may be cited as the  Youth 
5Accountability Task Force Act.
 
6    Section 5. Membership. There is created within the 
7Department of Juvenile Justice   the Youth Accountability Task 
8Force (hereinafter referred to as the Task Force).  The Task 
9Force shall consist of 13 members as follows:
10    (1) 2 members from the Senate, one appointed by the Senate 
11President and one appointed by the Minority Leader of the 
12Senate;
13    (2)  2 members from the House of Representatives, one 
14appointed by the Speaker of the House of Representatives and 
15one appointed by the Minority Leader of the House of 
16Representatives;

17    (3)  one member appointed by the Governor who shall serve as 
18chairperson of the Task Force;

19    (4)  one member appointed by the Attorney General;

20    (5)  2  members appointed by the Mayor of the City of 
21Chicago;

22    (6)  one member appointed by the Director of Juvenile 
23Justice from the Department of Juvenile Justice;

1    (7) one member appointed by the Director of State Police 
2from the Department of State Police; and

3    (8) 3 members representing the interests of the general 
4public appointed by the Governor.


5    Appointments to the Task Force shall be made no later than 
6October 1, 2014. A  vacancy in the Task Force, or a vacancy as 
7chairperson  of the Task Force, resulting from the resignation 
8of a member or otherwise, shall be filled in the same manner in 
9which the original  appointment was made. 
 
10    Section 10. Cooperation by government agencies.  The Task 
11Force may call upon any department, agency, institution, or 
12officer of the State or any political subdivision of the State 
13for facilities, data, or other assistance. 
 
14    Section 15. Duties of Task Force. The Task Force shall 
15develop a statewide plan to help prevent the youth from joining 
16gangs.
 
17    Section 20. Consultation. The Task Force shall consult with 
18appropriate State departments, agencies, and board 
19representatives on issues related to juvenile justice 
20administration. 
 
21    Section 25. Report. The Task Force shall submit an initial 
22report to the General Assembly and the Governor on or before

1August 1, 2015. The Task Force may dissolve upon filing its 
2final report. 
 
3    Section 30. Funding. The Task Force may apply for, receive, 
4and accept grants of non-State funds or other contributions as 
5appropriate to assist in the performance of its  duties. The 
6Department of Juvenile Justice shall also use funds 
7appropriated to it to carry out the study and devise the 
8implementation plan. 
 
9    Section 35. Staffing, services, and supplies. The 
10Department of Juvenile Justice shall provide professional and 
11clerical staff and other services and supplies, including 
12meeting space, as needed for the Task Force to carry out its 
13duties in an effective manner. The Department of Juvenile 
14Justice shall provide other staff to the Task Force at the 
15request of the Task Force.
 
16    Section 99. Effective date. This Act takes effect upon 
17becoming law.
