Amends the Illinois Highway Code. Provides that the Department of Transportation may analyze the State highway system to identify areas, such as rest stops or improved shoulders, where vehicles may safely stop for the purpose of using a cell phone or other communication device. Provides that the Department of Transportation may erect signs alerting drivers to the presence of these areas.

1 | | AN ACT concerning transportation.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Highway Code is amended by adding |
5 | | Section 4-224 as follows: |
6 | | (605 ILCS 5/4-224 new) |
7 | | Sec. 4-224. Communication Zones. |
8 | | (a) The Department may conduct an analysis of the State |
9 | | highway system to identify areas along State highways where |
10 | | drivers may safely exit the flow of traffic and stop for the |
11 | | purpose of using an electronic communications device as defined |
12 | | by Section 12-610.2 of the Illinois Vehicle Code. These areas |
13 | | may include but are not limited to rest stops and improved or |
14 | | expanded shoulders. |
15 | | (b) After identifying areas where vehicles may safely stop |
16 | | for the purpose of using electronic communication devices under |
17 | | subsection (a) of this Section, the Department may erect |
18 | | appropriate blue and white signs alerting drivers to the |
19 | | existence and location of these areas. |
20 | | (c) The Department may adopt rules to implement this |
21 | | Section.
