Amends the Secretary of State Act. Provides that if the Office of the Secretary of State exercises control over a historically significant artifact owned by the State, it shall ensure that this artifact is properly maintained and held in an environmentally safe area at all times. Prohibits the Office of the Secretary of State from loaning or transferring control of historically significant artifacts for any political purpose or event. Makes corresponding changes in the Civil Administrative Code of Illinois. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Secretary of State Act is amended by adding |
5 | | Section 25 as follows: |
6 | | (15 ILCS 305/25 new) |
7 | | Sec. 25. Historically significant artifacts. If the Office |
8 | | of the Secretary of State exercises control over a historically |
9 | | significant artifact owned by the State, it shall ensure that |
10 | | this artifact is properly maintained and held in an |
11 | | environmentally safe area at all times. The Office of the |
12 | | Secretary of State shall not loan or transfer control of |
13 | | historically significant artifacts for any political purpose |
14 | | or event. |
15 | | Section 10. The Civil Administrative Code of Illinois is |
16 | | amended by adding Section 5-717 as follows: |

18 | | Sec. 5-717. Historically significant artifacts. Any State |
19 | | agency or constitutional officer that exercises control over a |
20 | | historically significant artifact owned by the State shall |
21 | | ensure that this artifact is properly maintained and held in an |
