1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Cooperative Work Study Program Act
5is amended by changing Section 3 as follows:
 
6    (110 ILCS 225/3)  (from Ch. 144, par. 2953)
7    Sec. 3. Creation and implementation of program. A program
8of financial assistance to support student cooperative work
9study programs in higher education is established to benefit
10students academically and and financially, reduce reliance on
11loans, enhance public-private sector partnerships, and
12encourage students to seek permanent employment in Illinois.
13    The Board shall administer the program of financial
14assistance and shall distribute the funds appropriated by the
15General Assembly for this purpose in the form of grants to
16public or nonpublic institutions of higher education to expand
17opportunities for students to pursue internships, clinical
18placement, cooperative programs with business and industry,
19and other work opportunities linked to a student's academic
20program. In awarding grants under this Act, the Board shall
21consider whether programs:
22        (1) strengthen cooperation between higher education,
23    business, industry, and government;

1        (2) promote school/college partnerships;
2        (3) encourage social and community service activities;
3        (4) maximize the use of matching contributions from
4    business and industry, governmental and social agencies,
5    and participating colleges and universities to support
6    student wages;
7        (5) create new opportunities for partnerships between
8    the public and private sectors;
9        (6) integrate other components of student financial
10    aid to reduce reliance on student loans; and
11        (7) meet other criteria that the Board determines are
12    appropriate.
13    The Board shall assure that a representative number of the
14grants support cooperative work study programs that support
15work experiences for students in academic programs of
16engineering, science, math, and education.
17    No grant may be awarded under this Section for any program
18of sectarian instruction or for any program designed to serve a
19sectarian purpose.
20    As part of its administration of the Act, the Board may
21require evaluations, audits or reports in relation to fiscal
22and academic aspects of any program for which a grant is
23awarded under this Act. The Board shall annually submit to the
24Governor and General Assembly a budgetary recommendation for
25grants under this Act.
26    The Board may adopt rules it deems necessary for
