| 1 | AMENDMENT TO HOUSE BILL 4734

| 2 | AMENDMENT NO. ______. Amend House Bill 4734 by replacing | ||||||
| 3 | everything after the enacting clause with the following:

| 4 | "Section 5. The Military Code of Illinois is amended by | ||||||
| 5 | adding Section 22-9.1 as follows: | ||||||
| 6 | (20 ILCS 1805/22-9.1 new) | ||||||
| 7 | Sec. 22-9.1. National Guard billeting operations; fund. | ||||||
| 8 | (a) Billeting operations. The Department of Military | ||||||
| 9 | Affairs is authorized to provide oversight and administration | ||||||
| 10 | of billeting operations conducted by the Illinois National | ||||||
| 11 | Guard at locations within the State, including, but not limited | ||||||
| 12 | to, Marseilles Training Center, Camp Lincoln, and any other | ||||||
| 13 | training sites where military billeting operations may be | ||||||
| 14 | established. | ||||||
| 15 | (b) Illinois National Guard Billeting Fund. The Illinois | ||||||
| 16 | National Guard Billeting Fund is created as a special, | ||||||
| |||||||
| |||||||
| 1 | non-appropriated fund in the State treasury. The Fund shall | ||||||
| 2 | receive proceeds collected by the Department of Military | ||||||
| 3 | Affairs in exchange for the provision of billets at any site | ||||||
| 4 | within the State where military billeting operations are | ||||||
| 5 | established or conducted. Moneys within the Fund shall be used | ||||||
| 6 | to pay the expenses of billeting operations not eligible for | ||||||
| 7 | payment with federal or State appropriated funds, including, | ||||||
| 8 | but not limited to, the procurement of items for billeting | ||||||
| 9 | rooms, cleaning, linen, and maintenance. The Department of | ||||||
| 10 | Military Affairs shall administer the Fund in accordance with | ||||||
| 11 | the laws of this State, applicable federal requirements | ||||||
| 12 | governing the use of such funds, and appropriate rules and | ||||||
| 13 | procedures established by the Adjutant General. | ||||||
| 14 | Section 10. The State Finance Act is amended by adding | ||||||
| 15 | Section 5.855 as follows: | ||||||
| 16 | (30 ILCS 105/5.855 new) | ||||||
| 17 | Sec. 5.855. The Illinois National Guard Billeting Fund.
| ||||||
| 18 | Section 99. Effective date. This Act takes effect July 1, | ||||||
| 19 | 2014.".
