Amends the Permanent Noise Monitoring Act. Provides that the Division of Aeronautics of the Illinois Department of Transportation shall provide residents of Illinois a method of submitting noise complaints concerning airports in the State to the Division of Aeronautics. Requires the Division of Aeronautics to develop and maintain a database of these noise complaints and submit a report on the contents of this database to the Governor and the General Assembly on December 31 of each year.

| 1 | | AN ACT concerning transportation.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Permanent Noise Monitoring Act is amended by |
| 5 | | adding Section 25 as follows:
|
| 6 | | (620 ILCS 35/25 new) |
| 7 | | Sec. 25. Noise complaint database. |
| 8 | | (a) The Division shall adopt procedures for residents of |
| 9 | | this State to report noise complaints concerning airports |
| 10 | | within the State by telephone, mail, electronic mail, and |
| 11 | | direct submission via the Division's website. Information on |
| 12 | | how to report noise complaints shall be posted on the |
| 13 | | Division's website. |
| 14 | | (b) The Division shall develop and maintain a database of |
| 15 | | noise complaints reported under subsection (a) of this Section. |
| 16 | | On December 31 of each year the Division shall report the |
| 17 | | contents of this database to the Governor and the General |
| 18 | | Assembly. |
| 19 | | (c) The Department of Transportation may adopt rules to |
| 20 | | implement this Section.
