AMENDMENT TO HOUSE BILL 4665

2    AMENDMENT NO. ______. Amend House Bill 4665 by replacing
3everything after the enacting clause with the following:
 
4    "(20 ILCS 415/19a rep.)
5    Section 5. The Personnel Code is amended by repealing
6Section 19a.
 
7    Section 10. The Illinois Human Rights Act is amended by
8adding Section 2-106 as follows:
 
9    (775 ILCS 5/2-106 new)
10    Sec. 2-106. Interagency Committee on Employees with
11Disabilities.
12    (A) As used in this Section:
13    "State agency" means all officers, boards, commissions,
14and agencies created by the Constitution, whether in the
15executive, legislative, or judicial branch, but other than the

1circuit court; all officers, departments, boards, commissions,
2agencies, institutions, authorities, universities, bodies
3politic and corporate of the State; and administrative units or
4corporate outgrowths of the State government which are created
5by or pursuant to statute, other than units of local government
6and their officers, school districts, and boards of election
7commissioners; all administrative units and corporate
8outgrowths of the above and as may be created by executive
9order of the Governor.
10    "State employee" means an employee of a State agency.
11    (B) The Interagency Committee on Employees with
12Disabilities, created under repealed Section 19a of the
13Personnel Code, is continued as set forth in this Section. The
14Committee is composed of 18 members as follows: the Chairperson
15of the Civil Service Commission or his or her designee, the
16Director of Veterans' Affairs or his or her designee, the
17Director of Central Management Services or his or her designee,
18the Secretary of Human Services or his or her designee, the
19Director of Human Rights or his or her designee, the Director
20of the Illinois Council on Developmental Disabilities or his or
21her designee, the Lieutenant Governor or his or her designee,
22the Attorney General or his or her designee, the Secretary of
23State or his or her designee, the State Comptroller or his or
24her designee, the State Treasurer or his or her designee, and 7
25State employees with disabilities appointed by and serving at
26the pleasure of the Governor.

1    (C) The Director of Human Rights and the Secretary of Human
2Services shall serve as co-chairpersons of the Committee. The
3Committee shall meet as often as it deems necessary, but in no
4case less than 6 times annually at the call of the
5co-chairpersons. Notice shall be given to the members in
6writing in advance of a scheduled meeting.
7    (D) The purposes and functions of the Committee are: (1) to
8provide a forum where problems of general concern to State
9employees with disabilities can be raised and methods of their
10resolution can be suggested to the appropriate State agencies;
11(2) to provide a clearinghouse of information for State
12employees with disabilities by working with those agencies to
13develop and retain such information; (3) to promote affirmative
14action efforts pertaining to the employment of persons with
15disabilities by State agencies; and (4) to recommend, where
16appropriate, means of strengthening the affirmative action
17programs for employees with disabilities in State agencies.
18    (E) The Committee shall annually make a complete report to
19the General Assembly on the Committee's achievements and
20accomplishments. Such report may also include an evaluation by
21the Committee of the effectiveness of the hiring and
22advancement practices in State government.
23    (F) This amendatory Act of the 98th General Assembly is not
24intended to disqualify any current member of the Committee from
25continued membership on the Committee in accordance with the
26terms of this Section or the member's appointment.".
