2 | | AMENDMENT NO. ______. Amend House Bill 3946 by replacing |
3 | | everything after the enacting clause with the following:

4 | | "Section 5. The Family Practice Residency Act is amended by |
5 | | changing Sections 2, 3, and 4.10 and by adding Section 3.09 as |
6 | | follows:

8 | | Sec. 2.
The purpose of this Act is to establish programs a |
9 | | program in the
Illinois Department of Public Health to upgrade |
10 | | primary health care
services for all citizens of the State, to |
11 | | increase access, and to reduce health care disparities by |
12 | | providing grants to family
practice and preventive medicine |
13 | | residency programs, scholarships to
medical students , and a |
14 | | loan repayment program for physicians and other eligible |
15 | | primary care providers who
will agree to practice in areas of |
16 | | the State demonstrating the greatest
need for more professional |

1 | | medical care. The programs program shall encourage
family |
2 | | practice physicians and other eligible primary care providers |
3 | | to locate in areas where health manpower
shortages exist and to |
4 | | increase the total number of family practice
physicians and |
5 | | other eligible primary care providers in the State.

The terms specified in the following Sections 3.01 |

13 | | Sec. 3.09. Eligible primary care providers. "Eligible |
14 | | primary care providers" means health care providers within |
15 | | specialties determined to be eligible by the U.S. Health |
16 | | Resources and Services Administration for the National Health |
17 | | Service Corps Loan Repayment Program.

19 | | Sec. 4.10.
To establish programs a program , and the |

1 | | years. Payments under this program may be made for the
|
2 | | principal, interest and related expenses of government and
|
3 | | commercial loans received by the individual for tuition |
4 | | expenses, and all other
reasonable educational expenses |
5 | | incurred by the individual. The maximum annual
payment which |
6 | | may be made to an individual under this law is $20,000, or
25% |
7 | | of the total covered educational indebtedness as
provided in |
8 | | this Section, whichever is less. Payments made under this
|
9 | | provision shall be exempt from Illinois State Income Tax. The |
10 | | Department may use tobacco settlement recovery funding or other |
11 | | available funding to implement this Section.

13 | | Section 99. Effective date. This Act takes effect upon |
14 | | becoming law.".
