Amends the Illinois Municipal Code. Provides that notwithstanding any provision of law to the contrary, on and after July 1, 2014, no home rule unit may impose any tax increase, or levy any new or additional tax, without prior referendum approval.

1 | | AN ACT concerning local government.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Municipal Code is amended by adding |
5 | | Section 8-3-20 as follows: |

7 | | Sec. 8-3-20. Home rule taxing authority, referendum. |
8 | | Notwithstanding any provision of law to the contrary, on and |
9 | | after the effective date of this amendatory Act of the 98th |
10 | | General Assembly, no home rule unit may impose any tax |
11 | | increase, or levy any new or additional tax, without prior |
12 | | referendum approval. This Section is a denial and limitation of |
13 | | home rule powers and functions under subsection (g) of Section |
14 | | 6 of Article VII of the Illinois Constitution.
