2 | | (3) 3 members of the House of Representatives appointed |
3 | | by the Speaker of the House of Representatives; |
4 | | (4) 3 members of the House of Representatives appointed |
5 | | by the Minority Leader of the House of Representatives; and |
6 | | (5) 2 members appointed by the Governor one of whom |
7 | | shall be designated the chairperson by the Governor.

8 | | (b) The members of the Task Force shall serve without |
9 | | compensation but shall be reimbursed for their reasonable and |
10 | | necessary expenses from funds appropriated for that purpose. |
11 | | (c) The State of Illinois Council on Developmental |
12 | | Disabilities shall provide administrative and other support to |
13 | | the Task Force, and the Task Force shall also seek input from |
14 | | the Department of Human Services, the Department on Aging, and |
15 | | the Office of State Guardian. The Task Force shall consult with |
16 | | representatives of law enforcement, bar associations, and |
17 | | not-for-profits focused on persons with developmental |
18 | | disabilities, mental illness, and victims of elder abuse in the |
19 | | preparation of its final report. |
20 | | (d) The Task Force shall conduct a study on the incidence |
21 | | of abandonment of vulnerable adults by persons and entities |
22 | | legally responsible to safeguard the mental or physical health, |
23 | | safety, or welfare of persons who are severely or profoundly |
24 | | intellectually disabled as a result of developmental |
25 | | disabilities, mental illness, dementia, or other similar |
26 | | incapacity and to make recommendations sufficient to protect |

1 | | these vulnerable adults, including the consideration of |
2 | | criminal penalties for the abandonment of these vulnerable |
3 | | adults without assuring adequate support or supervision. |
4 | | (e) On or before January 1, 2014, the Task Force shall |
5 | | report its findings and recommendations to the General |
6 | | Assembly, by filing copies of its report as provided in Section |
7 | | 3.1 of the General Assembly Organization Act, and to the |
8 | | Governor. |
9 | | (f) The Task Force is abolished on May 31, 2014.

10 | | Section 10. Repeal. This Act is repealed on June 1, 2014. |
11 | | Section 99. Effective date. This Act takes effect upon |
12 | | becoming law.".
