2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Vehicle Code is amended by changing |
5 | | Section 3-629 as follows:
|
6 | | (625 ILCS 5/3-629)
|
7 | | Sec. 3-629. Collegiate license plates; scholarship fund.
|
8 | | (a) In addition to any other special license plate,
the |
9 | | Secretary, upon receipt of all
applicable fees and applications |
10 | | made in the form prescribed by the
Secretary of State, may |
11 | | issue collegiate license plates.
The collegiate plates issued |
12 | | under this
Section shall be affixed only to passenger vehicles |
13 | | of the first division and
motor vehicles of the second division |
14 | | weighing not more than 8,000 pounds and
subject to the
|
15 | | staggered registration system. Plates issued under this |
16 | | Section shall
expire according to the staggered
multi-year |
17 | | procedure established under Section 3-414.1 of this Code.
|
18 | | (b) The design, color, and format of the plates shall be |
19 | | wholly
within the discretion of the Secretary of State , with |
20 | | the exception of plates for Illinois State University, which |
21 | | must include the school logo designated by the Board of |
22 | | Trustees of Illinois State University . The Secretary of State |
23 | | may,
at his or her discretion, issue the plates for any public |

1 | | college or university located in this State or for any |
2 | | degree-granting,
not-for-profit private college or university |
3 | | located in this State or a contiguous state. If the college or |
4 | | university is located in a contiguous state, there must be not |
5 | | less than 10,000 alumni of the college or university residing |
6 | | in this State. The
Secretary may, in his or her discretion, |
7 | | allow the plates to be issued as
vanity plates or personalized |
8 | | in accordance with Section 3-405.1 of this Code.
The plates are |
9 | | not required to designate "Land Of Lincoln", as prescribed in
|
10 | | subsection (b) of Section
3-412 of this Code. The Secretary |
11 | | shall prescribe the eligibility
requirements including a |
12 | | minimum level of specialized license plates requests
and, in |
13 | | his or her discretion, shall approve and prescribe stickers
or |
14 | | decals as provided under Section 3-412.
|
15 | | (c) An applicant shall be charged a $40 fee for original |
16 | | issuance
in addition to the applicable registration fee. Of the |
17 | | original issuance fee
in the case of a public university or |
18 | | college, $25 shall be deposited into the
State College and |
19 | | University Trust Fund and $15 shall be
deposited into the |
20 | | Secretary of State Special License Plate Fund to be used by
the |
21 | | Secretary of State, subject to
appropriation, to help defray |
22 | | the administrative costs of issuing the plate.
Of the original |
23 | | issuance fee in the case of a degree-granting, not-for-profit
|
24 | | private college or university,
$25 shall be deposited into the |
25 | | University Grant Fund and $15 shall be
deposited into the |
26 | | Secretary of State Special License Plate Fund to be used by
the |

1 | | Secretary of State, subject to appropriation, to help defray |
2 | | the
administrative cost of issuing the plate. In addition to |
3 | | the regular
renewal fee, an applicant shall be charged $27 for |
4 | | the renewal of each set of
license plates issued under this |
5 | | Section; $25 shall be deposited into the
State College and |
6 | | University Trust Fund in the case of a public university or
|
7 | | college or into the
University Grant Fund in the case of a |
8 | | degree-granting, not-for-profit private
college or university, |
9 | | and $2
shall be deposited into the Secretary of
State Special |
10 | | License Plate Fund plates for all collegiate plates.
|
11 | | (d) The State College and University Trust Fund is created |
12 | | as a special fund
in the State treasury.
The State Treasurer |
13 | | shall create separate accounts within the State College
and |
14 | | University
Trust Fund for each public university or college for |
15 | | which collegiate license
plates have
been issued. Moneys in the |
16 | | State College and University Trust Fund shall be
allocated to
|
17 | | each account in proportion to the number of plates sold in |
18 | | regard to each
public
university or college.
Moneys deposited |
19 | | into the State
College and University Trust Fund
during the |
20 | | preceding calendar year
shall be distributed, subject to |
21 | | appropriation, to each participating
public
university or |
22 | | college. This revenue shall be
used for the sole purpose of
|
23 | | scholarship grant awards to Illinois residents.
|
24 | | (e) The University Grant Fund is created as a special fund |
25 | | in the State
treasury. The State Treasurer shall create |
26 | | separate accounts within the University
Grant Fund for each |

1 | | university or college for which collegiate license
plates have
|
2 | | been issued. Moneys in the University Grant Fund shall be
|
3 | | allocated to
each account in proportion to the number of plates |
4 | | sold in regard to each
university or college.
Moneys deposited |
5 | | into these accounts
during the preceding calendar year
shall, |
6 | | subject to appropriation, be distributed through the Illinois |
7 | | Student Assistance Commission to participating private |
8 | | colleges and universities. This revenue shall be used for the |
9 | | sole purpose of scholarship grant awards to Illinois residents.
