| 4 | | "Section 5. The General Assembly Organization Act is |
| 5 | | amended by adding Section 20 as follows:

| 6 | | (25 ILCS 5/20 new) |
| 7 | | Sec. 20. On and after the effective date of this amendatory |
| 8 | | Act of the 98th General Assembly, the General Assembly shall |
| 9 | | not enact any law creating any new unit of local government, |
| 10 | | including, but not limited to, the division of existing units |
| 11 | | of local government. This Section shall not apply to the |
| 12 | | creation of a new unit of local government from the |
| 13 | | consolidation of 2 or more pre-existing units of local |
| 14 | | government.".
