Amends the School Code. Subject to appropriation, requires the State Board of Education to create a pilot program in which public elementary schools with 30% or greater mobility rates, as calculated by the State Board, may apply for and be awarded an annual grant to use the Direct Instruction teaching method. Defines "Direct Instruction" as the Direct Instructional System for Teaching Arithmetic and Reading (DISTAR) created in 1977 with a grant from the U.S. Office of Education. Sets forth reporting provisions.

| 2 | | Be it enacted by the People of the State of Illinois,

| 3 | | represented in the General Assembly:

| 4 | | Section 5. The School Code is amended by adding Section |
| 5 | | 2-3.157 as follows:

| 9 | | (a) In this Section, "Direct Instruction" means the Direct |
| 10 | | Instructional System for Teaching Arithmetic and Reading |
| 11 | | (DISTAR) created in 1977 with a grant from the U.S. Office of |
| 12 | | Education. |
| 13 | | (b) Subject to appropriation, the State Board of Education |

| 22 | | Board shall annually report its findings and recommendations to |
| 23 | | the General Assembly by filing copies of its report as provided |
