SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-699 new

    Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of Illinois State Police Memorial Park license plates. Creates the Illinois State Police Memorial Park Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $25 for original issuance of the plates, of which $10 shall be deposited into the Illinois State Police Memorial Park Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $25 shall be charged for each renewal, of which $23 shall be deposited into the Illinois State Police Memorial Park Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the State Police Memorial Park Fund shall be paid as grants to the Illinois State Police Heritage Foundation, Inc. for specified purposes. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.826 as follows:
 
6    (30 ILCS 105/5.826 new)
7    Sec. 5.826. The Illinois State Police Memorial Park Fund
8Fund.
 
9    Section 10. The Illinois Vehicle Code is amended by adding
10Section 3-699 as follows:
 
11    (625 ILCS 5/3-699 new)
12    Sec. 3-699. Illinois State Police Memorial Park license
13plates.
14    (a) The Secretary, upon receipt of an application made in
15the form prescribed by the Secretary of State, may issue
16special registration plates designated as Illinois State
17Police Memorial Park license plates. The special plates issued
18under this Section shall be affixed only to passenger vehicles
19of the first division or motor vehicles of the second division
20weighing not more than 8,000 pounds. Plates issued under this
21Section shall expire according to the multi-year procedure

1established by Section 3-414.1 of this Code.
2    (b) The design and color of the plates shall be wholly
3within the discretion of the Secretary of State. The Secretary
4may, in his or her discretion, allow the plates to be issued as
5vanity or personalized plates in accordance with Section
63-405.1 of this Code. The Secretary shall prescribe stickers or
7decals as provided under Section 3-412 of this Code.
8    (c) An applicant shall be charged a $25 fee for original
9issuance in addition to the appropriate registration fee, if
10applicable. Of this fee, $10 shall be deposited into the
11Illinois State Police Memorial Park Fund and $15 shall be
12deposited into the Secretary of State Special License Plate
13Fund. For each registration renewal period, a $25 fee, in
14addition to the appropriate registration fee, shall be charged.
15Of this fee, $23 shall be deposited into the Illinois State
16Police Memorial Park Fund and $2 shall be deposited into the
17Secretary of State Special License Plate Fund.
18    (d) The Illinois State Police Memorial Park Fund is created
19as a special fund in the State treasury. All moneys in the
20Illinois State Police Memorial Park Fund shall be paid, subject
21to appropriation by the General Assembly and distribution by
22the Secretary, as grants to the Illinois State Police Heritage
23Foundation, Inc. for building and maintaining a memorial and
24park, holding an annual memorial commemoration, giving
25scholarships to children of State police officers killed or
26catastrophically injured in the line of duty, and providing

1financial assistance to police officers and their families when
2a police officer is killed or injured in the line of duty.
 
3    Section 99. Effective date. This Act takes effect upon
4becoming law.
