SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Lion Meat Act. Provides that it is unlawful for any person to slaughter a lion or for any person to possess, breed, import or export from this State, buy, or sell lions for the purpose of slaughter. Provides that it is unlawful to commercialize lion meat. Authorizes the Department of Agriculture to adopt and enforce any rules necessary to carry out the provisions of the Act. Provides that whoever violates any provision of the Act shall be guilty of a Class A misdemeanor. Effective immediately.

1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Lion
5Meat Act.
 
6    Section 5. Administration of Act. This Act shall be
7administered by the Director of Agriculture.
 
8    Section 10. Definitions. When used in this Act, unless the
9context otherwise requires:
10        (1) "Lion meat" means the flesh of any lion (Panthera
11    leo).
12        (2) "Slaughter" means killing lions for
13    commercialization.
14        (3) "Person" means any individual, partnership,
15    cooperative, association, firm, or corporation.
16        (4) "Buyer" means a person who is engaged in the
17    business of buying lion meat or other lion parts.
18        (5) "Commercialization" means selling or bartering,
19    offering to sell or barter, purchasing, possessing,
20    transporting, delivering, or receiving lion meat or any
21    product, item, or substance containing lion meat or labeled
22    or advertised as containing lion meat. "Commercialization"

1    also includes serving lion meat as a part of a meal by any
2    restaurant, hotel, or other commercial establishment.
3        (6) "Transport" or "ship" means to convey by means of
4    parcel post, express, freight baggage, or shipment by
5    common carrier of any description or by automobile,
6    motorcycle, or other vehicle of any kind or by watercraft
7    or aircraft of any kind or by any other means of
8    transportation.
9        (7) "Department" means the Department of Agriculture.
10        (8) "Director" means the Director of Agriculture.
 
11    Section 15. Slaughter unlawful.
12    (a) Notwithstanding any other provision of law, it is
13unlawful for any person to slaughter a lion.
14    (b) Notwithstanding any other provision of law, it is
15unlawful for any person to possess, breed, import to this
16State, export from this State, buy, or sell lions for the
17purpose of slaughter.
 
18    Section 20. Slaughter for human consumption unlawful.
19    (a) Notwithstanding any other provision of law, it is
20unlawful for any person to slaughter a lion for the purpose of
21human consumption or commercialization of any part of a lion.
22    (b) Notwithstanding any other provision of law, it is
23unlawful for any person to possess, sell, buy, give away, hold,
24or accept lion meat or any product, item, or substance

1containing or labeled as containing lion meat for the purpose
2of human consumption.
 
3    Section 25. Commercialization of lion meat unlawful.
4Notwithstanding any other provision of law, it is unlawful for
5a person to sell or barter, offer to sell or barter, purchase,
6possess, transport, deliver, receive, import into this State,
7export from this State, or in any other manner commercialize
8lion meat or any product, item, or substance containing or
9labeled or advertised as containing lion meat.
 
10    Section 30. Rules. The Department shall adopt and enforce
11any rules necessary to carry out the provisions of this Act.
 
12    Section 35. Enforcement. The Department shall, in the name
13and by the authority of the People of the State of Illinois,
14bring or cause to be brought actions and proceedings to enforce
15the provisions of this Act.
 
16    Section 40. Violation. Whoever violates any provision of
17this Act shall be guilty of a Class A misdemeanor.
 
18    Section 99. Effective date. This Act takes effect upon
19becoming law.
