AMENDMENT TO HOUSE BILL 2856

2    AMENDMENT NO. ______. Amend House Bill 2856, AS AMENDED, by
3replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The Emergency Telephone System Act is amended
6by adding Section 17 as follows:
 
7    (50 ILCS 750/17 new)
8    Sec. 17. 9-1-1 call transfer, forward, or relay.
9    (a) The General Assembly finds the following:
10        (1) Some 9-1-1 systems throughout this State do not
11    have a procedure in place to manually transfer, forward, or
12    relay 9-1-1 calls originating within one 9-1-1 system's
13    jurisdiction, but which should properly be answered and
14    dispatched by another 9-1-1 system, to the appropriate
15    9-1-1 system for answering and dispatch of first
16    responders.

1        (2) On September 25, 1975, the General Assembly gave
2    oversight authority to 9-1-1 systems in the State to the
3    Illinois Commerce Commission.
4        (3) Since that date, the Illinois Commerce Commission
5    has authorized individual 9-1-1 systems in counties and
6    municipalities to implement and upgrade enhanced 9-1-1
7    systems throughout the State.
8    (b) The Commission shall prepare a directory of all
9authorized 9-1-1 systems in the State of Illinois. The
10directory shall include an emergency 10-digit telephone number
11for a Primary Public Safety Answering Point located in each
129-1-1 system to which 9-1-1 calls from another jurisdiction can
13be transferred. This directory shall be made available to each
149-1-1 authority for its use in establishing standard operating
15procedures regarding calls outside its 9-1-1 jurisdiction.
16    (c) Each 9-1-1 system shall provide the Manager of the
17Commission's 9-1-1 Program with the following information:
18        (1) A 10-digit emergency telephone number to which
19    9-1-1 calls originating in another 9-1-1 jurisdiction can
20    be transferred. Each 9-1-1-system shall provide the
21    Commission with any changes to this number immediately upon
22    the change occurring. Each 9-1-1 system shall provide this
23    10-digit emergency telephone number to the Manager of the
24    Commission's 9-1-1 Program within 30 days of the effective
25    date of this amendatory Act of the 98th General Assembly.
26        (2) Its standard operating procedure describing the

1    manner in which the 9-1-1 system will transfer, forward, or
2    relay 9-1-1 calls originating within its jurisdiction, but
3    which should properly be answered and dispatched by another
4    9-1-1 system, to the appropriate 9-1-1 system. Each 9-1-1
5    system shall provide the standard operating procedures to
6    the Manager of the Commission's 9-1-1 Program within 180
7    days of the effective date of this amendatory Act of the
8    98th General Assembly.
9    (d) This Section is repealed on December 31, 2015.
 
10    Section 99. Effective date. This Act takes effect January
