Amends the State Officials and Employees Ethics Act. Prohibits a member from knowingly requesting, outside of the scope of his or her official duties, that an appropriation or transfer of State funds be made to an entity upon whose board of directors the member sits. Prohibits an employee from knowingly requesting, outside of the scope of his or her official duties, that an appropriation or transfer of State funds be made to an entity upon whose board of directors the employee sits. Effective immediately.

| 1 | | AN ACT concerning government.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The State Officials and Employees Ethics Act is |
| 5 | | amended by adding Section 5-65 as follows:
|
| 6 | | (5 ILCS 430/5-65 new) |
| 7 | | Sec. 5-65. Improper solicitation of funds. |
| 8 | | (a) A member shall not knowingly request, outside of the |
| 9 | | scope of his or her official duties, that an appropriation or |
| 10 | | transfer of State funds be made to an entity upon whose board |
| 11 | | of directors the member sits. |
| 12 | | (b) An employee shall not knowingly request, outside of the |
| 13 | | scope of his or her official duties, that an appropriation or |
| 14 | | transfer of State funds be made to an entity upon whose board |
| 15 | | of directors the employee sits.

| 16 | | Section 99. Effective date. This Act takes effect upon |
| 17 | | becoming law.
