Amends the Illinois Horse Racing Act of 1975. Provides that, in addition to certain charitable contributions to non-profit organizations that provide medical and family, counseling,
and similar services to persons who reside or work on the backstretch of
Illinois racetracks, organization licensees shall provide funding for no less than one Automated External Defibrillator (AED) to be placed in the paddock of their racing facilities and no less than one AED to be placed in the barn area of their racing facilities. Requires that the AEDs be accessible at all times to industry workers. Provides that qualified charitable organizations receiving the charitable contributions shall provide annual AED training, in English and Spanish, to horsemen and racetrack personnel. Requires the Board to conduct periodic checks on the AEDs and notify organization licensees to replace or repair them as needed. Effective immediately.

4 | | Section 5. The Illinois Horse Racing Act of 1975 is amended |
5 | | by changing Section 31.1 as follows:
|

7 | | Sec. 31.1.
(a) Organization licensees
collectively shall |
8 | | contribute annually to charity the sum of
$750,000
to |
9 | | non-profit organizations that provide medical and family, |
10 | | counseling,
and similar services to persons who reside or work |
11 | | on the backstretch of
Illinois racetracks.
These contributions |
12 | | shall be collected as follows: (i) no later than July
1st of |
13 | | each year the Board shall assess each organization licensee, |
14 | | except
those tracks which are not within 100 miles of each |
15 | | other which tracks
shall pay $30,000 annually apiece into the |
16 | | Board charity fund, that amount
which equals $690,000 |
17 | | multiplied by the amount of pari-mutuel wagering
handled by the |
18 | | organization licensee in the year preceding assessment and
|
19 | | divided by the total pari-mutuel wagering handled by all |
20 | | Illinois
organization licensees, except those tracks which are |
21 | | not within 100 miles of
each other, in the year preceding |
22 | | assessment; (ii) notice of
the assessed contribution shall be |
23 | | mailed to each organization licensee;
(iii) within thirty days |
